On behalf of SFO, we are looking for a Learning & Development Project Manager (Inside IR35) for a 6 month contract based in London (2 days per week, remainder WFH)
The Role:
The Serious Fraud Office is looking for an experienced Learning & Development Project Manager to provide short-term support to the People and Culture team and help deliver key priorities within its People Strategy and Employee Experience agenda.
This is an exciting opportunity for an experienced L&D professional with strong programme delivery, procurement, supplier management and stakeholder engagement skills. You will play a key role in shaping and delivering leadership, management and technical development programmes, working closely with internal stakeholders, Commercial colleagues and external learning providers.
As a Learning & Development Project Manager, your main responsibilities will be to:
- Lead the procurement, design and initial development of a leadership and management development programme.
- Work with the L&D Manager and senior stakeholders to identify organisational learning and development requirements.
- Partner with Commercial colleagues to run supplier selection and procurement exercises.
- Manage relationships with external learning providers throughout procurement, design and early delivery.
- Support the development and rollout of a 360-degree feedback process for the senior leadership team.
- Lead procurement activity for a key operational training programme and support initial programme design.
- Review, design and update learning resources and supporting materials for leaders and managers.
- Develop and maintain relevant intranet and digital learning content.
- Ensure learning solutions are high quality, fit for purpose and deliver value for money.
- Engage senior leaders, subject matter experts and operational teams to translate business needs into effective learning solutions.
- Build collaborative relationships with Learning and Development networks across Government to share opportunities and best practice.
- Liaise with external suppliers, providers and the Cabinet Office to maximise the use of relevant frameworks.
- Manage multiple workstreams, priorities, risks and dependencies to ensure delivery against agreed timelines.
- Apply learning and development best practice to improve the effectiveness and impact of programmes.
- Provide specialist L&D project support across other time-bound People and Culture priorities as required.
Essential:
- Significant experience managing Learning and Development projects from requirements gathering through to design, delivery and implementation.
- Experience designing, developing and delivering leadership, management, technical or organisational development programmes.
- Commercial experience, including supporting or leading procurement, tender and supplier selection exercises.
- Strong experience managing external learning providers and supplier relationships.
- Knowledge of supplier evaluation, governance and vendor management processes.
- Strong project management skills, with the ability to manage multiple workstreams and priorities simultaneously.
- Experience engaging senior stakeholders and translating organisational requirements into effective learning solutions.
- Excellent stakeholder management and relationship-building skills across internal and external audiences.
- Experience working with Commercial or Procurement teams to secure high-quality solutions and value for money.
- Strong organisational, planning and risk management skills.
- Excellent written communication skills and strong attention to detail.
- A proactive and solutions-focused approach, with the ability to work independently and maintain delivery momentum.
- Strong knowledge and application of Learning and Development best practice.
Desirable:
- Knowledge and experience of digital and blended learning approaches.
- Experience working in a complex, multi-stakeholder organisation.
- Experience of Civil Service or wider public sector procurement processes.
- Experience working with Government learning and development networks or shared frameworks.
- Experience supporting the design or rollout of leadership assessment or 360-degree feedback programmes.
- A recognised project management qualification.
