ROLE SUMMARY:
Ensure that the highest standards of quality assurance, operational governance and non-clinical
compliance are maintained across Wyndley Grange Nursing Home, acting as the home’s
ambassador for quality and supporting the Registered Manager in the effective governance of all non-clinical functions.
As Quality Assurance Manager, act as the principal operational lead for quality assurance, health and safety and non-clinical governance across the home, holding supernumerary responsibility for auditing care-related services, supporting the supervision process and providing day-to-day quality and task-standard oversight of the Lead Carer team, while holding direct responsibility for employee relations casework across the home.
As Quality Assurance Manager, work as a role model to all support services and operational staff, providing leadership, direction and quality-focused coaching to ensure that all non-clinical services and standards of practice consistently underpin the delivery of excellent care to all residents. Ensure that the reputation of Wyndley Grange Nursing Home is upheld by presenting a professional and caring approach to all residents, relatives/representatives, staff and visitors, and by maintaining high standards of operational accountability and transparency at all times. Ensure the health and safety of all staff, residents and visitors is maintained, with particular focus on the safety of the working practices of care staff, and that all operational and environmental risks are identified, assessed and managed in accordance with Homecroft Wyndley Grange Policy and all relevant statutory requirements.
In the absence of the Registered Manager, ensure the effective and efficient management of all non-clinical and operational functions of the home, with authority across support services, quality assurance and HR escalation matters; any matters requiring clinical governance input are to be escalated to the Deputy Manager (Clinical Governance) in the first instance.
Ensure that a consistent and co-ordinated culture of quality, accountability and continuous
improvement is maintained across all operational departments, and that person-centred principles inform all aspects of support service delivery.
Deputise for the Registered Manager across a specified range of non-clinical duties, actively
participating in the On Call Rota when required to do so.
Key Responsibilities – Quality Assurance and Care Service Auditing
1. Carry out supernumerary audits of care-related services across the home at agreed intervals, assessing practice against Homecroft Wyndley Grange standards and CQC Fundamental Standards and reporting findings to the Registered Manager.
2. Conduct regular operational walk rounds of the home at agreed intervals to identify and address quality, safety or environmental concerns, documenting findings and actioning improvements in a timely manner.
3. Assess the practical application of mandatory and role-specific training on the floor, identifying any gap between training received and practice observed and reporting findings to the Registered Manager at agreed intervals.
4. Review audit outcomes and quality observations at agreed intervals, working in consultation with the Deputy Manager and Quality Leads to ensure a consistent and co-ordinated approach to quality across clinical and non-clinical functions.
5. Act as an ambassador for quality across the home, promoting consistently high standards of service, environment and conduct among all support services and care staff.
6. Escalate any care-related audit finding that indicates a clinical risk or NMC accountability concern to the Deputy Manager without delay, in accordance with the home’s escalation arrangements; the Quality Assurance Manager does not direct clinical practice.
7. Contribute audit findings and quality themes to the home’s quality assurance framework, supporting the Registered Manager in the development and monitoring of improvement action plans to completion.
8. Report audit outcomes and quality trends to the Registered Manager at agreed intervals, recommending corrective or preventative action where required.
9. Direct the immediate correction of any support services task, practice or standard found to be below the required standard during an audit or walk round, instructing the member of staff concerned at the time and informing their Lead without delay; any matter requiring formal management action is escalated to the Registered Manager.
Key Responsibilities – Health, Safety and Working Practice Oversight
1. Ensure the health and safety of all staff, residents and visitors is maintained across all nonclinical and support functions, identifying and managing operational and environmental risks in accordance with Homecroft Wyndley Grange Policy.
2. Monitor the working practices of care staff from a health and safety perspective, including adherence to safe systems of work, moving and handling technique and use of personal protective equipment, escalating any unsafe practice to the Senior Nurse on duty or Deputy Manager for clinical action.
3. Ensure that all environmental and facilities obligations are met across the home, including COSHH compliance, fire safety, equipment maintenance schedules and health and safety risk assessments, reporting any concerns to the Registered Manager without delay.
4. Conduct investigations into all non-clinical accidents, incidents and near misses, reporting findings in a timely manner and identifying trends and recommending preventative action to the Registered Manager.
5. Ensure that all staff have access to, and understand, the health and safety training relevant to their role, escalating any gap in training compliance to the Registered Manager.
Key Responsibilities – Supervision Process and Lead Carer Oversight
1. Support the home’s supervision process by ensuring staff understand what is being asked of them in supervision, working alongside line managers to ensure supervision content is clear, relevant and consistently delivered.
2. Provide day-to-day quality and task-standard oversight of the Lead Carer team on the floor, drawing on relevant care experience to model and reinforce non-clinical task standards, professionalism and service expectations; this oversight is functional and does not alter the Lead Carer’s line management arrangements, which remain with the Senior Nurse.
3. Support Lead Carers in the practical application of task standards, health and safety practice and Homecroft Wyndley Grange service expectations, escalating any clinical care concern to the Senior Nurse on duty.
4. Identify and address any variation from expected task standards among the Lead Carer team, providing constructive feedback in the moment and escalating any persistent or serious concern to the Registered Manager.
5. Liaise with the Deputy Manager and Quality Leads to ensure the Quality Assurance Manager’s task-standard oversight of Lead Carers is co-ordinated with, and does not duplicate, the clinical quality coaching delivered through the Quality Lead role.
6. Contribute to the identification of Lead Carer development needs from a non-clinical, taskstandard and quality perspective, reporting findings to the Registered Manager at agreed intervals.
Key Responsibilities – Operational Governance and Compliance
1. Lead non-clinical operational governance across Wyndley Grange Nursing Home on a day-today basis, reporting outcomes and compliance status to the Registered Manager at agreed intervals.
2. Ensure full compliance with all Homecroft Wyndley Grange Policies and Procedures across all non-clinical departments, conducting regular compliance checks and reporting any deficit to the Registered Manager in a timely manner.
3. Support the Registered Manager in ensuring the home’s quality assurance framework is implemented across all non-clinical functions, contributing to internal audit activity at agreed intervals and ensuring that action plans are developed, owned and monitored to completion.
4. Ensure that all data quality standards are maintained across all administrative, workforce and operational documentation, and that all records are accurate, complete, valid and timely at all times.
5. Support the Registered Manager in the management of complaints in accordance with CQC Regulation 16, co-ordinating the operational response to complaints, gathering relevant information and ensuring that all associated actions are completed in a timely manner.
6. Ensure that all statutory and regulatory obligations relating to non-clinical operations, facilities and environmental safety are met, escalating any unresolved compliance concern to the Registered Manager without delay.
7. Ensure that all safeguarding concerns arising within non-clinical departments are appropriately identified and escalated to the Registered Manager and, where clinically indicated, to the Deputy Manager for immediate action, in accordance with Homecroft Wyndley Grange Safeguarding Policy.
8. Report adverse issues and significant operational incidents in a timely manner to the Registered Manager and, where required, to statutory authorities, escalating any unresolved concern with immediate effect.
9. Ensure that all procurement, provider and supplier decisions arising within operational and nonclinical functions are escalated to the Registered Manager for authorisation before commitment, in accordance with Homecroft Care Group financial governance requirements.
10. Be clear and aware of personal responsibilities in the prevention of abuse for all residents and vulnerable adults, ensuring appropriate actions and concerns are always escalated with immediate effect.
Key Responsibilities – Workforce Planning and Rota Oversight
1. Maintain oversight of the full staff rota across all departments on a seven-day basis, ensuring safe and compliant staffing levels are in place at all times, authorising exceptions and escalating any unresolved gap to the Registered Manager.
2. Take responsibility for the end-to-end recruitment process for all non-clinical posts at Wyndley Grange Nursing Home, including the authorisation of advertising, approval of shortlists and appointment decisions, and ensuring all pre-employment and safer recruitment requirements are met before commencement of employment.
3. Ensure all safer recruitment requirements are consistently applied across all posts at Wyndley Grange Nursing Home, including DBS checks, right to work verification and reference completion, maintaining accountability for compliance at all times and escalating any concern to the Registered Manager without delay.
4. Monitor the timely onboarding and induction of all new employees, ensuring that the Operations & People Manager delivers the induction process in accordance with the Homecroft Care Group induction framework and that all mandatory documentation is complete before commencement.
5. Contribute workforce data and staffing analysis to the Registered Manager to support groupwide workforce planning, identifying and reporting trends in turnover, vacancy rates, agency usage and skill mix to the Registered Manager at agreed intervals.
6. Monitor agency usage at Wyndley Grange Nursing Home, authorising temporary staffing spend within agreed parameters, identifying opportunities to reduce reliance on temporary staffing and reporting findings to the Registered Manager at agreed intervals.
Key Responsibilities – HR Cover and Support
1. Take responsibility for employee relations casework at Wyndley Grange Nursing Home, including return-to-work, matters of concern and welfare cases, determining the appropriate next step and escalating to the HR Manager where a matter is contested or approaching formal process.
2. Ensure that the Operations & People Manager provides effective day-to-day operational cover for employee relations case processes during periods of planned or unplanned absence, escalating to the Registered Manager any matter that falls outside the Operations & People Manager’s authority.
3. Support and assist the Registered Manager in the preparation and management of formal disciplinary, grievance and capability proceedings at Wyndley Grange Nursing Home, including compiling case documentation, co-ordinating investigation activity and liaising with witnesses.
4. Review recurring or complex absence and Bradford Factor cases escalated by the Operations & People Manager at agreed intervals, determining appropriate management action and escalating to the Registered Manager as required.
5. Provide guidance to line managers across the home on the consistent and fair application of Homecroft Wyndley Grange employment policies, escalating any novel, complex or contentious policy question to the HR Manager without delay.
6. Ensure that all HR records, correspondence and case documentation handled directly are stored and managed securely in compliance with UK GDPR and Homecroft Wyndley Grange data retention policy.
Key Responsibilities – Training Compliance and Staff Development
1. Take responsibility for 100% completion of all mandatory and role-specific training across the home, ensuring training records are accurate, accessible and up to date at all times, and that any non-compliance is escalated to the Registered Manager without delay.
2. Take responsibility for the authorisation of training module allocations and the implementation of protected learning time, ensuring all training activity is delivered in accordance with regulatory requirements and Homecroft Care Group policy.
3. Ensure that NMC PIN registration and revalidation for all Registered Nurses is actively monitored, and that any lapse or upcoming renewal requirement is escalated immediately to the Deputy Manager and the Registered Manager.
4. Liaise with external training providers and internal clinical leads to identify and address gaps in skill mix or staff competencies, reporting findings to the Registered Manager at agreed intervals.
5. Support the Registered Manager and Deputy Manager in preparing documentation and records for CQC inspections, audits and compliance reporting, ensuring all workforce and training evidence is organised, accessible and up to date at all times.
Key Responsibilities – Support Services and Facilities Management
1. Provide day-to-day line management and leadership to the Lead Domestic Assistant, Lead Kitchen, Lead Maintenance, Lead Activities Co-ordinator and Administrator, ensuring all support services are delivered to the required standard at all times.
2. Monitor the management of domestic, catering, maintenance and activities functions to ensure all services are safe, person-centred and consistently meet the needs of residents, escalating any service delivery deficit to the Registered Manager.
3. Ensure that heads of department meetings are co-ordinated and facilitated at agreed intervals, maintaining clear records of actions and outcomes and ensuring relevant matters are escalated to the Registered Manager.
Key Responsibilities – Resident-Centred Operations and Quality
1. Support the Registered Manager and Deputy Manager in maintaining a safe, welcoming and well-governed environment that consistently meets the physical, psychological, social and emotional needs of all residents.
2. Ensure that pre-admission processes are managed efficiently and that all required documentation is completed accurately prior to admission, working with the relevant clinical and administrative staff to ensure a consistent and co-ordinated transition for incoming residents.
3. Liaise with relatives/representatives and external professionals in a professional and caring manner, ensuring all enquiries and concerns are handled promptly and that outstanding actions are followed up in a timely manner.
4. Contribute to the preparation and co-ordination of meetings with visiting professionals, including CHC/NHS FNC reviewers, tissue viability nurses, mental health teams and other external agencies, ensuring all relevant documentation and information is accessible and current.
5. Ensure that person-centred principles are embedded across all operational and support service functions, and that resident dignity, wellbeing and individuality are respected and upheld by all non-clinical staff at all times.
Key Responsibilities – Personnel
1. Maintain awareness of and compliance with all employment legislation, ACAS guidance and Homecroft Care Group HR policies, ensuring all people management activity at Wyndley Grange Nursing Home is conducted fairly, consistently and lawfully at all times.
2. Ensure that all staff under direct management receive regular supervision in accordance with Wyndley Grange Nursing Home supervision policy, maintaining accurate records of all supervision sessions and agreed actions.
3. Identify and support the development needs of the operational team, recommending relevant training, mentoring or developmental opportunities in consultation with the Registered Manager.
4. Maintain a positive, inclusive and values-led workplace culture across all operational departments, challenging any behaviour that falls below the standard expected at Wyndley Grange Nursing Home.
Key Responsibilities – Professional Development
1. Participate actively in supervision, appraisal and any agreed developmental programme, taking responsibility for maintaining and developing professional knowledge and competence in line with the requirements of the role.
2. Contribute to continuous improvement initiatives across the home, sharing learning from inspections, audits and operational experience to drive quality improvement in consultation with the Registered Manager.
3. Maintain awareness of current best practice guidance from Skills for Care, CQC and other relevant bodies, applying this knowledge to the ongoing development of quality assurance and workforce management practice at Wyndley Grange Nursing Home.
4. Participate in an agreed programme of study toward the attainment of a Level 5 Diploma in Leadership for Health and Social Care or equivalent management qualification, where not already held, supported through the professional development framework agreed with the Registered Manager.
