About the role
Be part of this ‘once in a generation’ project that will deliver clean energy to 6 million homes for the next 60 years. Sizewell C will see the creation of a 3.2 Gigawatt nuclear power station on the Suffolk coast to provide reliable load low-carbon electricity.
The Civil Works Alliance is an extended delivery enterprise involving Sizewell C and three international construction companies: Balfour Beatty, Bouygues Travaux Publics and Laing O’Rourke.

What you'll be doing
The Pre-Construction Manager (Enabling & Earthworks Readiness) is responsible for leading the planning, coordination, and readiness activities required to safely and efficiently commence major enabling and earthworks operations. They will support the development of strategy for delivering scopes safely and to cost, schedule and quality, within agreed constraints within the Civil Works Alliance (CWA) at Sizewell C.
The role acts as the critical interface between programme, engineering, construction, commercial, procurement, permitting, environmental, stakeholder, and supply chain teams to ensure all prerequisites for delivery are identified, managed, and achieved before the mobilisation and execution of works. The role includes management and coordination of the preconstruction team and wider interfaces.
The postholder will develop, drive and manage readiness plans, coordinate cross-functional activities, monitor risks and constraints, and provide assurance that enabling and earthworks packages are fully prepared to proceed in accordance with project objectives, regulatory requirements, and safety expectations, enabling a managed transition of the preconstruction team into delivery, whilst recognising the
impacts of the programme on the wider Project and interfacing packages.
Who we're looking for
Essential Knowledge, Skills & Experience
Qualifications
- Degree in Civil Engineering, Construction Management, Project Management, or a related discipline.
- Professional membership of a recognised institution (ICE, APM, CIOB, or equivalent) desirable.
Experience
- Significant experience in major infrastructure, nuclear, rail, highways, energy, or large-scale construction projects.
- Track record of delivering projects within a technically complex and dynamic environment whilst ensuring high levels of safety, security and environmental responsibility,
- Proven experience in pre-construction, construction readiness, project management, or mobilisation leadership roles.
- Experience of managing sub-contractors, consultants and other advisors throughout large and complex construction projects, preferably in the preconstruction phase, including experience of NEC contracts.
- Experience managing enabling works and earthworks programmes on complex projects.
- Demonstrated experience of coordinating multidisciplinary teams and interfaces.
- Experience working within highly regulated environments.
Technical Skills
- Strong understanding of construction delivery, engineering processes, and project lifecycle management.
- Knowledge of earthworks, temporary works, construction logistics, and enabling infrastructure.
- Programme management and schedule integration expertise.
- Risk management and mitigation planning skills.
- Commercial and procurement awareness.
- Good presentation, influencing and facilitation skills
- Excellent stakeholder management and influencing capabilities.
