This is an exciting opportunity to join Blaby District Council at a pivotal time in our journey. As we prepare for the challenges and opportunities of Local Government Reorganisation (LGR) and continue to deliver ambitious transformation programmes, we are seeking an exceptional Corporate PMO Lead / Project Manager to help shape our future.
This is far more than a traditional project management role. You will be working closely with senior leaders, elected members and service teams to ensure our most significant programmes deliver meaningful outcomes for our communities. The role is focused on creating the conditions for successful project delivery through strong governance, effective portfolio management and organisational capability development.
About the Role
As our Corporate PMO Lead / Project Manager, you will:

Lead and continuously develop the Council's corporate project management framework and governance arrangements.
- Drive consistency, quality and best practice across transformation projects and programmes.
- Provide oversight of complex, multi-service delivery portfolios.
- Coordinate workstreams, managing dependencies, risks and reporting.
- Support senior leaders with evidence-based decision making through robust governance and performance reporting.
- Build organisational capability by coaching, mentoring and developing others in project management best practice.
- Lead and develop our Transformation & Projects Team, providing direction, support and capability development across the organisation.
- Act as a catalyst for positive change, helping create a culture of delivery excellence.
- Work in partnership with senior leaders, project sponsors and service managers to ensure successful delivery of corporate priorities.
This role is as much about enabling successful delivery through effective governance, coaching and leadership as it is about managing programmes and projects directly.
About You
We're looking for someone who combines strategic thinking with practical delivery expertise.
You will bring:

Significant experience leading or operating within a PMO or programme environment.
- A strong track record of establishing, improving and embedding governance and reporting frameworks.
- Experience delivering complex transformation, service redesign or organisational change programmes.
- Exceptional stakeholder management and influencing skills, with the confidence to engage at senior leadership level.
- Strong knowledge of project, programme and portfolio management methodologies such as PRINCE2, MSP or Agile.
- The ability to manage competing priorities in a fast-paced and evolving environment.
- Experience of coaching, mentoring and developing others to improve organisational project delivery capability.

Our selection process will consist of:
Stage 1 – Initial Shortlisting (w/e 31 July)
Applications will be reviewed against the essential criteria outlined in the person specification. Candidates who best demonstrate the required experience, knowledge and skills will progress to the next stage.
Stage 2 – Psychometric Assessment (w/c 3 August)
Shortlisted candidates will be invited to complete a psychometric assessment designed to provide additional insight into working styles, strengths and leadership potential. This helps us ensure the best possible match between the successful candidate and the role.
Stage 3 – Final Shortlisting (w/c 10 August) and Interview (w/c 17th August)
Following completion of the assessment, candidates will be further shortlisted and invited to attend a formal interview.
This will provide an opportunity to explore experience, achievements and suitability for the role in greater depth, as well as allowing candidates to learn more about the organisation and our ambitious transformation agenda.
