About the role
Balfour Beatty (Urban Fox) has an exciting opportunity for a Street Works Permits Manager.
The Permits Manager is responsible for leading and managing all permitting activities across Urban Fox’s live deployment portfolio, ensuring full compliance with Street Works legislation, permit scheme requirements, and Local Authority expectations.
Operating under Urban Fox’s Statutory Undertaker status, the role is accountable for end-to- end permit governance, contractor oversight, and construction administration. Urban Fox retains full legal accountability for all permits submitted under its SWA code, regardless of whether delivery is undertaken by contractors.
What you'll be doing
Permitting Strategy & Governance
- Develop and implement the Urban Fox permitting strategy across all regions
- Own and maintain Street Works Standard Operating Procedures (SOPs)
- Define and enforce permit quality standards and submission requirements
- Ensure compliance with NRSWA and Local Authority permit schemes
Permit Lifecycle Management
- Oversee all stages of the permit lifecycle including:
- Early engagement with Local Authorities
- Applications, variations, extensions and closures
- Notices, reinstatement compliance and final completion
- Ensure no works commence without an approved permit
- Maintain real-time oversight of all live permits across the deployment portfolio
Contractor Management & Assurance
- Manage contractor permit teams operating under the Urban Fox SWA code
- Establish and enforce contractor KPIs, including:
- Submission accuracy and quality
- Timeliness of applications
- Compliance with permit conditions
- Fixed Penalty Notice (FPN) performance
- Drive consistent contractor performance through governance and review
- Ensure robust oversight in line with Urban Fox’s retained legal accountability

- Local Highway Authorities
- Contractors and Delivery Partners
- Traffic Management Providers
- Utility Providers (e.g. DNOs) Strong knowledge of NRSWA and UK Street
Works legislation
- Proven experience managing permit schemes (Street Manager preferred)
- Experience supporting or coordinating delivery programmes or construction
projects
Desirable
- Strong contractor management and performance oversight experience
- Experience working across multi-site or multi-region programmes
- Strong stakeholder engagement with Local Authorities
- Highly organised with strong planning and coordination capability
- Strong analytical, governance, and reporting capability
