About the Role
We're recruiting a Programme Manager Business Partner to join the Capital Region team within the Regional Growth and Investment directorate. This is a senior programme leadership role, ideal for someone experienced in managing complex programmes, portfolios, and multi-stakeholder environments.
You will play a key role in turning regional strategy into successful programmes, ensuring delivery of major investment initiatives that create lasting benefits for businesses, communities, and the wider economy.
What You'll Be Doing
- Leading the planning, mobilisation, and delivery of high-value programmes
- Developing programme roadmaps, delivery plans, and governance frameworks
- Managing budgets, contracts, risks, dependencies, and benefits realisation
- Coordinating programme governance including boards, workstreams, and senior reporting
- Building strong relationships with government, local authorities, delivery partners, and private sector organisations
- Preparing business cases, funding proposals, and investment submissions in line with HM Treasury Green Book principles
- Overseeing procurement activities, supplier contracts, and performance monitoring
- Providing leadership and line management to team members, embedding CCR's values and commitment to Equality, Diversity & Inclusion
- Ensuring programmes remain outcome-focused, adaptable, and aligned to regional priorities
What We're Looking For
We're looking for a proactive, strategic leader with strong programme management expertise.
You'll ideally have:
- Degree or equivalent qualifications/experience in programme management
- Professional certifications (PRINCE2, MSP, APM) desirable
- Proven experience leading complex programmes or portfolios
- Strong knowledge of programme/project management methodologies
- Experience managing budgets, contracts, funding agreements, and delivery partners
- Ability to influence and collaborate with senior leaders and external organisations
- Experience developing business cases, funding proposals, and investment propositions
- Knowledge of regional economic development, infrastructure investment, or regeneration programmes (desirable)
- Excellent leadership, communication, and stakeholder engagement skills
- Strong analytical, problem-solving, and organisational capability
