Job Purpose
To hold legal responsibility for the safe, compliant, and efficient management of the company's transport operations, ensuring full compliance with the Operator's Licence conditions, Driver and Vehicle Standards Agency (DVSA) requirements, and Fleet Operator Recognition Scheme (FORS) standards.
Essential Qualifications & Certifications
- Certificate of Professional Competence (CPC) — National and/or International, held for the appropriate licence category (O-Licence)
- Named Transport Manager on the company's Operator's Licence (Standard National/International, or eligible to be added)
- FORS accreditation knowledge — Bronze, Silver, and/or Gold standards, with proven experience maintaining or achieving FORS accreditation
- Full UK driving licence
Key Responsibilities
Legal & Regulatory Compliance
- Act as the nominated Transport Manager under the Operator's Licence, fulfilling all statutory duties as required by the Traffic Commissioner
- Ensure ongoing compliance with the undertakings and conditions attached to the Operator's Licence
- Maintain drivers' hours, tachograph, and Working Time Directive (WTD) compliance
- Manage vehicle maintenance records, safety inspections (PMI), and MOT scheduling in line with DVSA requirements
- Liaise with the Traffic Commissioner's office and DVSA as required
FORS Accreditation
- Maintain and develop the company's FORS accreditation (Bronze/Silver/Gold)
- Ensure ongoing compliance with FORS Standard requirements across fleet, drivers, and operations
- Coordinate FORS audits, gather evidence, and implement corrective actions
- Champion FORS best practice in areas such as vehicle safety equipment, driver training, and collision reporting
Fleet & Operations Management
- Manage relationships with maintenance contractors and workshops
- Monitor fleet compliance systems (e.g. tachograph analysis, walkaround check software)
- Control fleet costs, fuel usage, and maintenance budgets
· Monitor VOR’s, ensuring credits are claimed and received, following up with the supplier when necessary.
· Process all insurance claims, keeping up to date records and following up on progress.
· Responding to customer complaints, regarding vehicles and property damage.
· Process all PCN and traffic offences, identifying who the driver was, passing this information onto the Depot Manager. Follow up, to ensure these have all been added to the Drivers Log.
Reporting
- Provide regular compliance and performance reports to Depot Managers and Senior Management
- Maintain accurate records for audits, insurance, and regulatory inspection
Essential Experience
- Minimum 2 years' experience in a transport / fleet management role
- Demonstrable experience operating under an Operator's Licence
- Practical knowledge of FORS accreditation processes
- Strong understanding of drivers' hours, tachograph rules, and DVSA compliance
Desirable Skills
- Experience with fleet/transport management software (e.g. tachograph analysis systems)
- Budget management experience
