The Elective Reform Commissioning Manager is a senior operational role responsible for supporting the design and delivery of elective care reform and transformation programmes across the Integrated Care System. Working under the direction of the Associate Director for Elective Reform, the post holder leads defined programmes and workstreams focused on pathway redesign, productivity, and new models of elective care.
The role provides specialist commissioning and transformation expertise, translating national elective reform priorities into practical, deliverable initiatives, supporting system partners to implement change, and using data and evidence to drive improvement.
The post holder plays a key role in improving access, efficiency, and patient experience, reducing unwarranted variation, and embedding sustainable reform in elective services in line with the ICB’s objectives, values, and statutory responsibilities.
- Responsible for redesigning and recommissioning a defined portfolio of elective care services in line with ICB and national strategies and policies and using an MDT approach
- Leads on the development and delivery of defined areas of commissioning
- Leads on development of defined areas of the strategy, needs assessments, commissioning policies, commissioning intentions and planning processes in those defined areas, working across the Elective care team
- Ensures the services being commissioned in the defined portfolio meet the needs of residents in KM, working closely with a wide range of colleagues to ensure integration.
- Manages the budget and contracts for a significant defined portfolio of services, ensuring PSR-compliance, delivering VFM and managing performance of providers against the contract.
- Owner of some strategic relationships with partners, formulating and delivering against a commissioning strategy.
- Ensures delivery of defined and relevant ICB Statutory duties
- Responsible for supporting defined parts of the planning cycle and assurance of progress and outcomes
- Works across the wider team to share and manage workload across the team flexibly
