Help Shape the Future of Programme and Project Delivery
Rotherham Metropolitan Borough Council is delivering an ambitious programme of investment, transformation and improvement across its property estate and services.
We are looking for an experienced and motivated Programme Manager to play a key role in shaping how Property & Facilities Services plans, manages and delivers programmes and projects in the future.
This is a unique opportunity to combine strategic improvement with hands-on programme delivery. The successful candidate will lead work to review, develop and implement a practical and proportionate approach to programme and project management, helping to create a consistent framework that supports successful delivery across a diverse portfolio of work.
About the Role
Reporting to the Service Director for Property & Facilities Services, you will work closely with senior leaders, managers, project teams and stakeholders from across the Council to support the delivery of strategic priorities and outcomes.
A key focus of the role will be to help review and strengthen how programmes and projects are managed across the service. Working with colleagues and stakeholders, you will identify opportunities to improve governance, planning, reporting, assurance and delivery arrangements, helping to embed better ways of working and a consistent approach across the organisation.
Alongside this strategic improvement work, you will support the day-to-day management and coordination of a wide range of programmes and projects, ensuring priorities remain aligned to business objectives and organisational outcomes.
You will build strong relationships with a broad range of clients, customers and stakeholders across the Council, supporting services to achieve their own priorities through effective programme management, collaboration and delivery support.
Key Responsibilities

Lead the review, development and implementation of programme and project management arrangements across Property & Facilities Services.
- Support the delivery of strategic programmes and projects across a varied portfolio of work.
- Develop practical and proportionate governance, reporting and assurance processes.
- Support business planning, prioritisation and programme coordination activities.
- Work collaboratively with services across the Council to understand priorities and support successful delivery outcomes.
- Provide challenge, advice and support to project teams, managers and stakeholders.
- Identify opportunities for continuous improvement and promote better ways of working.
- Support effective risk, issue and dependency management across programmes and projects.
- Produce reports, briefings and recommendations for senior leadership teams, boards and elected Members.
About You
We are looking for someone who can combine strategic thinking with practical delivery experience.
You will be able to demonstrate:

Significant experience managing complex programmes, projects or portfolios.
- Experience developing, improving or implementing programme and project management methodologies, frameworks or governance arrangements.
- Excellent stakeholder engagement and relationship management skills.
- The ability to influence, collaborate and build effective working relationships across a diverse organisation.
- Strong communication and presentation skills, with the ability to engage audiences at all levels.
- Experience of managing risk, performance, reporting and assurance activities.
- A customer-focused approach and a passion for continuous improvement.
- The ability to balance strategic development work with operational programme delivery.
