The Role
This role supports the provision of strategical data and insight analysis and is a key function within Transport for Wales (TfW). The role operates across multiple frameworks of data (and associated systems and decision support tools), enabling the TfWs multi modal teams to make safe, economic, objective and timely decisions.
Role responsibilities
- Be the custodian of all infrastructure asset data in TfW by collating and integrating data from multiple systems, departments and external sources, together with bespoke analysis, to ensure the team provides accurate and timely analyses and information to any part of the business that requires asset insight.
- Define and develop/ procure a suite of decision support tools which underpin the IO's ‘Informed Client' and Asset Steward roles, and which facilitate the evolution from ‘reactive' to ‘proactive' asset management, thereby driving objectivity and efficiency into asset management operations.
- Provide information to Welsh Government, the independent reporter and the ORR to secure the required funding for delivering long-term maintenance of TfW's asset portfolio by undertaking multiple audit projects to define and develop UEL / RL (useful economic life / residual life) strategy models and tools across the team.
- Be the principal point of contact with the Infrastructure Manager and Network Rail by fostering collaborative working relationships and providing subject matter expertise to ensure the ongoing development of TfW's Enterprise Resource Planning solution (Maximo) for day-to-day asset management meets business needs.
- The Data Manager is responsible for ensuring the accuracy, quality, and governance of data, supporting multi-modal projects. Working with project teams and stakeholders, the role provides reliable data, reporting, and insights to support effective planning, delivery, and asset management.
- Be the subject matter expert for data-driven insight and research, by continuously sourcing, reviewing and analysing various sources of data to drive out asset knowledge and insights as well as building the associated decision support tools to inform all decisions.
- Be responsible for aligning TfW's and its partner's systems in line with the Infrastructure Agreement, by building and fostering collaborative relationships with internal partners (e.g., I.T supply chain, delivery partners) and external parties (e.g., contractors, rail operations) by advising and challenging the flow and availability of data, to ensure TfW can fulfil its obligations to the Welsh Government.
- Work closely with the Independent Reporter (AMCL) to enhance data governance and strategy for all operations within the team, to ensure data lifecycle is strictly controlled and as up to date as possible, to help drive asset management decisions and TfWs Asset Knowledge Management Plan and strategy is as up to date as possible.
- Support the Asset Data Lead by being the point of contact for IT, systems and data matters for the Rail Infrastructure team, advising the internal systems to ensure continuity of system usage, knowledge and integrity and the most up to date information is available to the team.
- Conduct and manage multiple projects across the IO team simultaneously, to ensure an up-to-date repository of asset knowledge information is available for short / long-term decision making, in an accessible format. This will then support continuous improvement in how the IO discharges its role and placing TfW in a highly informed position at the end of the current 7 year concession
Who we're looking for
- Degree level qualified in IT or numerate discipline or have equivalent experience in leading an internal data provision.
- Demonstrable knowledge and experience of all aspects of the lifecycles of, and architectural design approaches to, data and systems, including asset knowledge management systems and decision support tools.
- Demonstrable experience of using systems and data to drive business recommendations for improved performance.
- Experience of interrogating and analysing multiple datasets to provide an explanation for observable trends and to generate insights to support corporate decisions.
- Demonstrable stakeholder management skills, evidenced through experience of engaging with and developing effective working relationships with a range of internal and external customers/stakeholders.
- The ability to manage and develop a team.
