We are seeking an experienced and passionate Community & Partnerships Lead to lead engagement, communications and partnership activity for the Stop for Life Sandwell service. You will ensure residents, communities, workplaces, health professionals and partner organisations understand the service, know how to access it and feel confident making appropriate referrals.
Working closely with service performance and operations teams, health coaches, and ICE’s marketing and communications specialists, you will build strong, visible and productive relationships across Sandwell. You will operate at both strategic and grassroots levels, representing the service in local forums and partnership meetings while remaining active in communities, workplaces and neighborhoods.
Using local insight, referral data, community intelligence and stakeholder feedback, you will focus activity where it can have the greatest impact—raising awareness, strengthening referral pathways, improving reach into priority groups and helping reduce smoking prevalence and health inequalities.
This is a hands-on, outward-facing role for someone who is confident building relationships, influencing others, generating ideas and turning partnership conversations into practical activity, appropriate referrals and measurable outcomes.
The role is based across Sandwell, with a base at the Sandwell office and home working by agreement. You must be able to travel across Sandwell and, where required, the wider Black Country to support service delivery and partnership activity, with access to suitable transport or another reliable way of meeting the role’s travel requirements.
This is a full-time, permanent role working 37.5 hours per week. Core hours are Monday to Thursday, 8.30am–5.00pm, and Friday, 8.30am–3.45pm, with a 45-minute break. Occasional evening and weekend work will be required, with time off in lieu provided in line with organisational policy.
An enhanced DBS is required for the role which the company will pay for.
Salary range: £30,000–£35,000 per annum.

Key elements of the day-to-day role:
· Develop and deliver a proactive community engagement and partnership plan for Stop for Life Sandwell, focusing activity on areas of greatest need and communities experiencing health inequalities.
· Represent Stop for Life Sandwell at health and wellbeing forums, partnership meetings and community networks, promoting the service and encouraging appropriate referrals.
· Build and sustain relationships with health and care services, local authorities, VCFSE organisations, employers, community leaders, pharmacies, GP practices and other referral partners.
· Strengthen referral pathways, respond to inappropriate referrals and help partners understand who the service is for and how to refer.
· Work with health coaches to coordinate hyper-local engagement activity, distribute materials, build new connections and increase awareness in priority neighborhoods.
Engagement, Communications & Visibility Across Sandwell
· Lead engagement, communications and local marketing activity, working with ICE colleagues to create effective digital and print content for Sandwell communities and partners.
· Maintain a visible service presence in hospitals, GP surgeries, pharmacies, community centres, workplaces and other settings where people are likely to benefit from support.
· Develop service-user feedback and support a volunteer or ambassador scheme that enables local people to champion the service.
· Create and sustain relationships with employers, promoting the service and identifying opportunities to deliver support in partnership with workplaces.
· Produce regular engagement reports using data, insight and feedback to demonstrate activity, referrals, reach, progress and impact.
Equity, Reach & Priority Groups
· Champion engagement in underserved communities and priority groups, supporting equitable access and tackling inequalities in reach and uptake.
· Identify areas of greatest need and ensure engagement plans focus effort where residents are most likely to benefit.
Governance, Compliance & Ways of Working
· Act at all times within organisational policies, procedures and financial regulations.
· Observe and comply with Health & Safety obligations and support equal opportunities in service provision and employment practices.
· Comply with information governance (and clinical governance where applicable) and maintain high standards of professional integrity.
· Support evening/weekend events/activities as required, with appropriate planning and notice, taking time off in lieu as agreed.
· Undertake any other duties commensurate with the role and consistent with the running and development of the service.
Essential existing skills/experience:
· A good standard of general education, including English and Maths at GCSE grade A*–C / 9–4 or equivalent.
· Proven experience leading community engagement, outreach, partnership development or stakeholder management activity.
· Experience working with health, care, local authority, VCFSE, community or workplace partners.
· Evidence of developing relationships that deliver measurable outcomes, such as referrals, collaborative initiatives, events, awareness activity or service improvements.
· Strong presentation, communication, influencing and networking skills, with the confidence to engage a wide range of audiences.
· Ability to plan, coordinate and evaluate activity across multiple partners, communities and locations while managing competing priorities.
· Experience using insight, data or local intelligence to target activity, improve outcomes and produce clear reports.
· Understanding of health inequalities and barriers to access, with experience engaging underserved or underrepresented communities.
· Proficiency in Microsoft 365 and the ability to maintain accurate records using CRM and reporting systems.
· Ability to travel across Sandwell and, where required, the wider Black Country, and willingness to work occasional evenings and weekends.
Desirable skills/experience:
· Experience in stop smoking, tobacco control, public health, healthy lifestyles or behaviour change services.
· Knowledge of Sandwell and the wider Black Country health and community landscape.
· Experience developing referral pathways across health, care, workplace or community settings.
· Knowledge of marketing, social media, digital engagement, campaign planning or content development.
· Experience supporting volunteers, community ambassadors, champions or other community representatives.
· A relevant qualification or training in public health, community development, health promotion, behaviour change, partnership working, marketing, project management or leadership.
