Waste Operations Officer
Make a difference to one of the city's important frontline services
We are looking for an experienced and motivated Waste Operations Officer to join our Waste Management Service, working predominantly Tuesday – Friday although there may be times when you will be required to work Mondays & occasional Saturdays.
This is an exciting opportunity to lead the delivery of waste collection services across the city, ensuring residents and businesses receive a safe, efficient and customer-focused service. Working within a fast-paced operational environment, you will lead a team of supervisors and operational staff while helping to shape the future of waste collection services through innovation, performance improvement and service transformation.
About the Role
As a Waste Operations Officer, you will be responsible for leading and developing operational teams to deliver high-quality waste collection services and ensure the Council meets its statutory responsibilities as a Waste Collection Authority.
You will take responsibility for key service themes including:

- Recycling and Resource Utilisation
You will work closely with internal and external partners to identify opportunities for service improvement, manage operational performance and support the implementation of new initiatives that enhance efficiency and customer satisfaction.
Key Responsibilities
- Lead and manage Waste Operations Team Leaders and operational staff.
- Deliver safe, efficient and customer-focused waste collection services.
- Drive a culture of performance management and continuous improvement.
- Develop and implement service improvement projects and operational plans.
- Monitor productivity, efficiency and service performance using business intelligence tools.
- Manage customer feedback, complaints and service issues effectively.
- Collaborate with fleet providers, contractors and suppliers to ensure operational requirements are met.
- Support the development of waste management strategies and service specifications.
- Ensure compliance with relevant waste management, environmental and health and safety legislation.

ROLE AND PURPOSE
The post holder is responsible for leading a team of supervisors to deliver an efficient waste collection service that achieves the aims of the Council's waste collection policy and waste management strategy; and to ensure the Council's statutory duty as a Waste Collection Authority is discharged and compliance with European and National legislation is achieved.
To take the strategic lead for specific themes of work across the service including but not restricted to Human Resources, Health & Safety, Fleet and Equipment, Customer Service, Collection Arrangements, Performance Management, Recycling and Resource Utilisation.
PRINCIPAL ACCOUNTABILITIES:
1 Strategy – To implement innovative strategies which deliver efficient, customer focused waste collection services for the public and businesses of Hull.To implement a waste collection service development plan that ensures the service is continually reviewed and transformed in line with changing city infrastructure, fleet age and technological innovation, efficiency, health and safety, legislation and other local and national policy and strategic drivers.To provide detailed technical advice to the operations manager in the production of briefing papers and reports for Members, officers and committees on waste management issues.To provide advice and be part of the teams developing strategy and service specification documentation in line with the overall programme of projects and key work streams within waste management.
2 Customer Focus – To lead a team with responsibility for delivering waste collection services to a range of customers and ensure that customer promises and focus are key service priorities for the team.To implement a culture of customer focus across all areas of service delivery through effective leadership, training, staff development and management of staff in accordance with a wide range of HR policies.To develop a performance management framework which ensures effective and prompt problem resolution for all customer feedback, queries and complaints and uses knowledge, information, data and analytical skills to develop solutions and prevent future service delivery issues.To establish effective communication channels within and across service and project teams which enable efficient project coordination and effective consultation and communication with key stakeholders including residents, Members, Area Teams and external partners.To collaborate with the Waste Contracts and Strategy Team and the Policy & Partnerships Team to develop services and operating procedures designed to provide effective, efficient waste management services for the benefit of the public and businesses of Hull.To deliver customer focused waste operations services in accordance with agreements and contracts.
3 Performance Management – To implement and contribute to the development of a strategic performance management framework for the waste collection service using strategies and tools to measure, monitor and analyse a broad range of performance information including productivity, efficiency, asset utilisation, customer satisfaction, and service failure / success at both a macro and micro level to aid continual service improvement.To champion a culture of performance management throughout the service utilising business intelligence software (Qlikview) to drive improvement.To identify service failures, devise improvement actions or projects and develop appropriate governance arrangements for all projects that incorporate clear decision making processes and sound monitoring procedures.To secure satisfactory performance from other service providers, partners and contractors who provide critical services that have direct impact on the overall performance of the waste operations service, such as fleet, agency services and service contractors.
4 Statutory Obligations – The Council has a statutory duty under the Environmental Protection Act 1990 to collect household and commercial waste. The holder of this post ensures that the Council delivers this service.
5 To lead and direct the Waste Operations Team Leaders including managing staff, conducting grievance and disciplinary procedures, recruitment, appointment, induction, training, staff development and performance management to contribute to the delivery of team objectives. To lead on the development of specifications for services provided internally and by partners and sub-contractors that are critical to the overall performance of the Waste Operations Service.To collaborate with suppliers and the supply chain to develop efficiencies and savings. To ensure the Operations Manager, project boards, teams, stakeholders and advisors are kept informed of all key developments.
6 To create a culture where staff are equipped with the appropriate skills and competencies and take pride in delivering high quality responsive services to local communities.
7 To ensure all properties across the city have the appropriate refuse collection provision in place with associated information recorded and disseminated to staff.
8 To collaborate with the Streetscene Transport Team Leader in connection with the provision of vehicles, plant and equipment via the Fleet Service Provider, ensuring that specifications meet service minimum requirements and that any desirable requirements included are affordable.
9 The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health & safety and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
