Job Title: Information Governance Lead - Compliance & Assurance - Counter Terrorism Policing HQ
Salary: The starting salary is £45,073, which includes allowances totalling £2,841.
The salary is broken down as £42,232 basic salary, which will increase annually until you reach the top of the scale £50,385. Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

Job Summary
The Compliance and Assurance Pillar is a department situated in the Counter Terrorism Policing Headquarters (CTPHQ), which supports the CT Policing Network, Specialist Operations business groups within the MPS and pillars within CTPHQ.
The Information Governance Unit is responsible for the strategic management and delivery of information compliance and governance in relation to data protection.
The Unit’s main responsibilities include.

To provide, advise & guide on all matters relating to data protection compliance across the Business groups.

To promote best practice and provide a consistent approach to data protection compliance across the Business groups.

To identify, advise & support the development of all Data Sharing Agreements and Data Protection Impact Assessments between CT Policing and partners.

To lead on the development and maintenance of the information data risks.

To manage the Data Compliance Boards, and to develop compliance across the CT Policing Network.

To ensure policies, processes, and professional expertise to monitor, coordinate and deliver business related data protection issues.

To create and maintain a library of CT Policing information sharing, including Data Sharing Agreements (DSA), Data Protection Impact Assessments (DPIA) and Memorandum of Understandings (MoU).

To work in collaboration with stakeholders to identify where agreements are appropriate and how the information shared will be utilised.

To ensure compliance by installing regular reviews of shared information.
The role holder will provide expert advice & guidance on all matters relating to the exchange of information in accordance with the data protection legislation. They will support the Head of Information Compliance to ensure that policies, processes, and practices are in place to provide CTP senior managers and MPS ‘SO’ CT Commands with the necessary framework and professional expertise to monitor, coordinate and deliver business related Information governance responses throughout CT and protective security policing.
Key Tasks
The post holder will be required to do the following:

Support the Head of Information Compliance with the management of all data governance queries and issues across the SO and CT Policing Network.

To work with stakeholders to identify where sharing agreements are appropriate and how the information shared will be utilised.

To develop a close working relationship with SO Commands/CTPHQ, partner agencies and Other Government Departments (OGDs) to ensure that the protocols and the security regime of handling the shared information is being adhered to.

To ensure completion of DPIA’s and DSA’s, reviewing actions from Information Governance Officers to ensure the documents are compliant.

Attend and present cases to Head of Compliance & Assurance and DPO where required, appropriate board meetings for senior review and sign-off of DPIA’s/ DSA’s.

Review DPIA template/triggers/process annually and update.

Track remediation actions as per DPIA.

Baseline current DPIA statuses across programmes and projects and provide gap analysis to reach required approvals.

Advising the business on Records Management Review, Retention & Disposal (RRD) and the Management of Police Information (MoPI) providing guidance and reviews to ensure data standards met the expectations of the CTPHQ and National governing bodies.

Regularly monitor, review and update data compliance policies/notices.

Maintain oversight of data governance committees and Data Protection Governance Forums.

Manage the performance of the team including staff development, training, appraisals, and welfare.

Undertake other tasks as directed by the Head of Information Compliance.
Vetting
This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.
Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
