Hours: Core operating hours 9am – 5pm.

EK Outreach Services is a specialist provider of one-to-one teaching for students who are unable to access mainstream school environments due to medical, emotional, or learning difficulties. We work with students who have Special Educational Needs and Disabilities (SEND), providing individualised support to meet their specific learning needs. Role Purpose
We are seeking an experienced and strategic Workforce Development and Lead Recruiter to take ownership of our end-to-end recruitment function and drive workforce planning across the organisation. This senior role combines hands-on recruitment delivery with strategic oversight, accountability, and compliance. You will not only manage the recruitment processes but ensure all hiring activity aligns with our growth strategy and inclusive values. Working closely with the Head of Outreach and HR and Finance Coordinator, you will be responsible for monthly data reporting, exit interviews, feedback surveys, and all aspects of workforce development. This is a permanent role created to support our extensive growth strategy.
You will need to manage the implementation of EK Outreach’s recruitment initiatives to achieve our development plan objectives. This includes working with our HR and Finance Coordinator to manage the recruitment budget.
Whilst this role is expected to be undertaken on a remote basis, there must be flexibility to travel to nationwide offices (London, Midlands and Manchester) in accordance with business needs.
Key Responsibilities
1. Strategic Leadership & Oversight:
· Provide strategic oversight and accountability for the entire recruitment lifecycle, ensuring alignment with organisational development objectives.
· Develop and implement workforce development strategies to attract, retain, and develop teachers and support staff.
· Work with the Head of Outreach and HR and Finance Coordinator to manage the recruitment budget and ensure cost-effective resourcing.
· Drive continuous improvement in recruitment processes, ensuring they remain innovative, inclusive, and legally compliant.
2. Recruitment Operations & Administration:
· Oversee the development of job descriptions and adverts that reflect our values and comply with legal requirements.
· Post Job advertisements across appropriate recruitment channels, including job boards and social media.
· Develop creative sourcing techniques to expand our talent pool.
· Manage and coordinate the selection and assessment processes, including CV sifts, interviews, and assessment tasks.
· Administer the process for new employees, including preparing contracts, offer letters, and pre-employment checks (e.g. right to work, qualifications, DBS checks, and references).
· Coordinate the handover of new employees and facilitate the induction process.
· Carry out all administrative duties in the recruitment process, including logging application forms/CVs, organising recruitment timetables, and distributing interview packs.
3. Compliance & Safer Recruitment
· Ensure all recruitment processes meet UK legislative requirements, including equality legislation and data protection.
· Undertake and maintain Safer Recruitment Training to ensure all staff are fit to work with children and young people.
· Maintain up-to-date knowledge on best practice recruitment and selection techniques, ensuring organisational compliance.
· Ensure headcount has been approved prior to initiating any recruitment activity.
4. Data Analysis & Reporting
· Produce comprehensive monthly data reports on recruitment activity, including key metrics such as time-to-hire, source effectiveness, and vacancy fill rates.
· Track and report on workforce development initiatives, providing insights and recommendations to senior leadership.
· Maintain accurate and timely documentation and reporting throughout the recruitment process.
5. Exit Processes & Feedback
· Arrange and conduct exit interviews for all staff and provide detailed feedback and trend analysis to leadership.
· Send out and analyse satisfaction surveys to candidates and managers, using feedback to improve the recruitment experience.
6. Workforce Development
· Oversee the implementation of recruitment initiatives to achieve the organisation's development plan objectives.
· Liaise with the Head of Outreach and HR and Finance Coordinator to ensure they are aware of start dates, onboarding progress, and workforce planning updates.
· Champion the organisation's inclusive values throughout all recruitment and workforce development activities.
Person Specification
Essential
· Excellent administrative, communication, and organisational skills.
· Effective decision-making skills with the ability to work independently and meet deadlines.
· Good understanding of HR legislation to ensure EK Outreach meets legislative requirements.
· Ability to present information clearly in forms, tables, and spreadsheets.
· Excellent written and verbal communication skills.
· Ability to use IT packages relevant to the role, including recruitment platforms and Microsoft Office.
Desirable
· Experience of recruitment in an education setting, ideally within SEND or alternative provision.
· Experience of writing job descriptions and adverts for a variety of positions.
· Experience of recruiting in-house.
· Safer Recruitment Training qualification or willingness to undertake this.
· Experience of producing data reports and presenting insights to senior leadership.
· Experience of conducting exit interviews and analysing feedback trends.
· Experience of managing a recruitment budget and working with HR/finance teams.
