Reading Borough Council is seeking an experienced and ambitious Housing Delivery Senior Project Officer to lead the delivery of a portfolio of high-profile housing and regeneration schemes.
This is an exciting opportunity to play a key role in shaping the borough's future through the successful delivery of new-build housing developments and major capital projects. Managing projects from inception through to completion, you will help maximise housing delivery, regenerate communities and ensure residents benefit from high-quality, sustainable and affordable homes.

About the role
As Housing Delivery Senior Project Officer, you will:

Lead and manage a portfolio of complex housing, regeneration and capital projects from feasibility through to completion and final account.
- Deliver projects to agreed time, cost, quality and customer satisfaction targets.
- Develop and maintain project plans, programmes, budgets, risk registers and cashflow forecasts.
- Act as the Council's client-side project lead, managing consultants, contractors, Employer's Agents and professional teams.
- Lead procurement and tendering activities in accordance with Council procedures and Standing Orders.
- Oversee planning application processes and ensure compliance with statutory and regulatory requirements.
- Manage significant capital budgets and ensure value for money across projects.
- Lead stakeholder engagement, public consultation and community engagement activities.
- Prepare and present reports to senior leadership, boards, elected members and Council committees
- Line manage and support Housing Delivery Project Officers, helping to develop skills, capability and high performance within the team.
- Deputise for the Housing and Regeneration Delivery Manager when required.
About you
We are looking for a highly motivated project professional with experience of delivering complex capital programmes and housing developments within a local authority, public sector or similar environment.
You will have:

Degree-level education or equivalent and relevant professional qualification.
- Extensive experience delivering capital projects and programmes, ideally within a local authority setting.
- A strong understanding of project management methodologies, construction processes and relevant legislation.
- Experience managing multidisciplinary teams of consultants, contractors and stakeholders.
- Proven experience of developing and delivering complex new-build or regeneration schemes on time and within budget.
- Strong financial management skills, including budget monitoring, forecasting and cost control.
- Experience leading public consultation and stakeholder engagement activities.
- Excellent communication, report-writing and presentation skills.
- Experience managing, coaching and developing staff.
- The ability to manage competing priorities and deliver results within a politically sensitive environment.
