Police Care UK is the national, independent charity supporting serving and veteran members of the police community, and their families, when they’ve been physically or psychologically harmed through policing.
Demand for our services has grown by more than 400% in the last decade. This reflects the increasing impact of trauma in modern policing – from major incidents and serious violence to cumulative and vicarious trauma. Role Purpose
As our Business Development Manager, you’ll scope, develop and assess opportunities for Police Care UK to provide contracted services to police forces and other blue light organisations, generating sustainable income while increasing the charity's impact. The role will focus on building strategic relationships, understanding commissioning and procurement routes, identifying customer needs, and creating a robust pipeline of opportunities. Success will be measured not solely by income generated during the contract period, but by the quality of market intelligence, stakeholder engagement, opportunity development, and strategic recommendations produced.
Key Responsibilities
Market Assessment and Opportunity Development
- Conduct a comprehensive assessment of opportunities within police forces and additional blue light services/ emergency services.
- Analyse the current landscape for employee wellbeing, trauma support, counselling, and psychological services.
- Identify barriers preventing organisations from commissioning or referring directly to Police Care UK.
- Evaluate the impact of current and emerging police reform programmes on future opportunities.
- Produce recommendations on priority markets and routes to growth.
Strategic Relationship Management
- Build and maintain relationships with senior stakeholders across policing and blue light organisations.
- Engage Chief Officers, HR leaders, wellbeing leads, occupational health teams, and commissioners.
- Work closely with Police Care UK's Police Engagement Office to maximise existing relationships and networks.
Business Development
- Develop a pipeline of potential commissioned service opportunities.
- Identify procurement, commissioning, and partnership routes within target organisations.
- Lead on the preparation of proposals, business cases, and partnership discussions.
- Work with internal teams to shape service offers that align with market demand.
Strategic Planning
- Develop a business development and market engagement plan.
- Provide regular reports to the Director of Development, Executive Leadership and Senior Leadership teams
- Deliver evidence-based recommendations regarding future investment, resources, and organisational structure.
- Contribute to budget forecasting and income modelling.
Internal Collaboration
- Work collaboratively across fundraising, service delivery teams, finance, and engagement teams.
- Ensure opportunities align with the charity's strategy, values, and service delivery capabilities.
- Support the development of organisational readiness for commissioned service delivery.
Person Specification
Essential
-
Experience working within the policing, charity, public sector, health, policing or wider blue light/emergency services environment.

Significant experience in business development, strategic partnerships, commissioning, consultancy or market development roles

Proven track record of identifying, developing and progressing new income generation or commissioned service opportunities.

Experience of building and influencing relationships with senior stakeholders and decision-makers.

Experience conducting market analysis, opportunity assessment and strategic business planning

Experience developing business cases, proposals, tenders or partnership

Educated to degree level or equivalent professional

Strong understanding of business development methodologies and partnership development.

Excellent stakeholder engagement, networking and influencing skills, with the ability to engage credibly at senior leadership level.

Ability to assess market demand, identify opportunities and translate intelligence into strategic recommendations

Strong written communication skills, including the preparation of reports, proposals and business cases.

Financial and commercial awareness, including income forecasting and opportunity evaluation.

Strong planning, organisational and project management skills.
