Job Introduction

Salary: £53,460 - £56,681 a year pro rata plus £3,203 car benefit allowance
Hours per week: 37 hours a week
Contract type: Internal Secondment / Fixed Term for 2 years

This position is available as a secondment opportunity for 2 years to existing permanent employees of Luton Council. If you are an external candidate, this role will be available as a fixed term for 2 years.

What you'll be doing

This is a key role for someone who can combine technical expertise with strategic thinking. You will play a key part in shaping how our area responds to increasing climate pressures, evolving national mapping and modelling, and the accelerated drive towards working with nature.

Our work to alleviate flood risk is led by the Open Lea scheme. The River Lea runs from the leafy north of Luton through suburbs and then is largely culverted in the town centre. Luton is developing rapidly, with an ambitious programme in the town centre.

This role is to lead and coordinate the flood scheme client function within the climate change team, to deliver a sustainable project that brings green and blue infrastructure to the town centre.

In this role, you’ll be at the forefront of that work making a real, visible difference every day. We need a dynamic and skilled flood risk professional to lead this work, to make creative links and to clearly explain the wide range of benefits to acting on flood risk in the town.

What we expect from you

You need demonstrable skills in developing flood risk schemes, a passion for improving our town, and drive to deliver on the ground.You will be leading the development and delivery of the Open Lead flood alleviation scheme providing day-to-day leadership of flood risk for Luton Borough Council including liaison with the Environment Agency, regional partners and consultants 2025.

This role is currently funded for two years so you will be working closely with partners, communities and Regional Flood and Coastal Committees to secure further funding, developing and overseeing a forward programme of potential schemes, ensuring they are technically achievable, financially robust and community-centered.

Working with colleagues across the Council to ensure Luton deploys sustainable urban drainage and natural flood management systems.
