Location: Bristol, Swansea, Leeds, Nottingham, Newcastle, Oldham (Chadderton), Birmingham(Garretts Green) or Uxbridge.

You can be based at any of the above locations, however if your chosen location is Yeading/Uxbridge please note:

This role is advertised as being based in Uxbridge; however, the contractual base will be Yeading.

While estate works are being carried out at the Yeading site, all roles will be temporarily located in Uxbridge. Successful applicants will therefore begin their employment at the Uxbridge location.

Please be aware that all employees will be required to work from the Yeading site once it reopens in 2028.

About the job

Job summary

The role holder is responsible for effective performance and continuous development of a number of DVSAs major business systems, including the Driving Test Control System, Driver CPC Recording and Evidencing Systems and core areas of the Testing and Registration System.

The role holder manages, develops and leads the DTCS and CPC Systems team in conjunction with the Business Systems manager, matrix manages the associate the DTCS and CPC systems manager [both HEO] and across the Business Systems team to ensure all individuals develop the skills required to support all operational systems. They will also support services delivered via our online practical test booking portals.

The systems supported by the Business Systems team are being replaced by our Driver Services Platform (DSP) project and so roles within the team will be impacted as DSP starts to deliver those replacement systems.

Job description

Your responsibilities will include, but arent limited to:

Alongside the Business Systems Managers, manage the business systems to ensure that they provide our stakeholders and customers with the required services. Ensure they perform to the best possible level in liaison with ICT and external IT suppliers.
Monitor system performance and use to identify any issues and define and implement solutions, attend the SRM.
Ensure performance data/information is updated internally and at Gov.UK.
Act as the system owner within formal project governance for a level of major and minor developments to these systems.
Work with Digital and Data, Policy, Operations and Service and other Product Managers within an Agile framework to deliver changes where frontend systems meet user needs and support the GDS service manual.
Responsible for test strategy for business systems. Ensure different types of testing are employed as appropriate (from external users out to performance and/or pen tests).
Act as the teams point of contact, when the Head of Business Systems is not available, to provide and ensure that contributions (directly provided or gained from other team members) to briefings, comms, FoIs etc. are provided to time.
Support the management, develop of staff to ensure they are trained with the skills required.

Person specification

Required experience:

To be successful in this role you will need to have the following experience:

Experience of managing integrated systems providing critical business services
Experience of implementing developments to system functionality and managing change for users
Experience of engagement with senior stakeholders
Management of risk based testing of transactional websites including accessibility & usability, plus the ability to define test strategies
Development of requirements for ICT systems including internet services
An understanding of how product and service management work together
Good working knowledge of the driver & ride practical test systems/service

All staff, including fixed term appointees, who have successfully completed their probation period are eligible to apply.

Additional Information

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.

Regular travel to other offices (Newcastle or Nottingham) will be required especially during initial training, which may involve overnight stays.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location. There may be occasions where you are required to attend above the minimum expectation.
