Salary Range: £45,000 – £55,000 per annum (Depending on experience)

Hours: Full-time (37.5 hours per week) Monday to Friday plus inclusion in an on-call management rota

Job Purpose

To hold legal accountability as the Ofsted Registered Manager for CentrePeace Homes Ltd's 16+ Supported Accommodation services across Bristol and Newport. Our organisation specialises in providing high-quality care and support for children and young people aged 16+ who have complex needs, including Emotional Behavioural Difficulties (EBD), and those who are Unaccompanied Asylum-Seeking Children (UASC) / Sanctuary Seekers.

As the Registered Service Manager, you will lead, inspire, and develop our teams to maintain a warm environment that exceeds the needs of our young people—enabling them to express their characters, feel safe, and enrich their lives. You will ensure our support workers go above and beyond, providing an experience of care that young people can reflect upon positively as they transition into independent adulthood. This role is ideal for a dedicated leader looking to make a lasting impact on young futures within a service deeply committed to staff retention, development, and equality. The successful candidate will ensure full alignment with the Supported Accommodation (England) Regulations 2023, protecting young people while preparing them for successful independent adult lives.

Key Responsibilities

Regulatory Compliance & Ofsted Leadership

Legal Accountability: Hold registration with Ofsted as the designated Registered Manager for the Bristol service.
Quality Standards: Maintain and enhance compliance with the four primary Quality Standards: Leadership, Protection, Accommodation, and Support.
Inspection Readiness: Direct the service through routine Ofsted inspection cycles, maintaining a high-performing regulatory track record.
Reg 32 Framework: Oversee continuous quality monitoring, compiling thorough Regulation 32 quality of care reviews and action plans.

Leadership & Team Management

Team Development: Provide inspirational leadership, regular supervision, and annual appraisals to team leaders and support staff.
Culture Development: Embed a trauma-informed, youth-centred culture across CentrePeace Homes Ltd teams.
Performance Monitoring: Handle staff performance management, identifying training gaps to meet Ofsted workforce requirements.

Safeguarding & Young People's Support

Contextual Safeguarding: Implement robust risk management frameworks addressing local Bristol context risks, including criminal exploitation (CCE), sexual exploitation (CSE), and substance misuse.
Independent Pathways: Ensure every young person receives tailored independent living plans focusing on financial literacy, education, employment, and emotional resilience.
Stakeholder Partnerships: Manage professional connections with Bristol City Council, local social work teams, Personal Advisors (PAs), CAMHS, and education providers.
Incident Management: Coordinate crisis response protocols, completing swift statutory notifications to Ofsted and local safeguarding hubs when required.

Operational & Financial Management

Referrals & Matching: Assess local authority placement referrals, utilizing precise impact risk assessments to protect the existing resident group.
Property Compliance: Ensure accommodation settings are clean, safe, welcoming, and fully compliant with health and safety and fire safety regulations.
Budgetary Oversight: Monitor local accommodation budgets, resource allocations, and maintenance costs efficiently.

Person Specification

Qualifications

Essential: Level 5 Diploma in Leadership and Management for Residential Childcare (or an equivalent qualification officially recognised by Ofsted).
Essential: Ability to pass the Ofsted "Fit Person" assessment interview process.
Essential: Current Enhanced DBS certificate checked against the Children’s Barred List.

Experience

Regulated Management: At least 2 years of experience operating as a Registered Manager, Deputy Manager, or Team Leader within an Ofsted-registered children’s home or 16+ supported accommodation environment.
Adolescent Support: Proven experience supporting vulnerable young people, looked-after children, or care leavers within local authority care pathways.
Ofsted Processes: Direct experience managing regulatory compliance frameworks and interacting with Ofsted inspectors.

Knowledge & Skills

Legislative Knowledge: Thorough knowledge of the Children Act 1989/2004, Working Together to Safeguard Children, and the 2023 Supported Accommodation guidelines.
Trauma-Informed Practice: Applied understanding of trauma-informed care and adolescent development stages.
Local Network: Familiarity with Bristol local authority safeguarding procedures and local multi-agency support networks is highly advantageous.
Logistics: Valid UK Driving Licence and access to a vehicle for business travel across Bristol properties.
