This is a unique opportunity to engage across government departments and with senior civil servants and Civil Service Commissioners. The roles involve ensuring adherence to the standards set out in the Constitutional Reform and Governance Act 2010, the Civil Service Commission's Recruitment Principles (2018) and supporting corporate services across the organisation. You will also promote the values outlined in the Civil Service Code: honesty, integrity, objectivity, and impartiality.

We are recruiting for two roles, one within the Policy team and another in the corporate team. The job description and key responsibilities for each role are outlined below.

Job description

HEO Senior Policy and Casework Manager

This job is based within the Policy team, which sits at the heart of the Commissions work with Commissioners, departments and senior leaders. In this role, you will play a vital role in promoting the Recruitment Principles and Civil Service Code. You will support the application of these principles and the Code, and engage directly with senior stakeholders, Commissioners, and the public.

The Civil Service Commission has the power to grant exceptions to the legal requirement that appointments must be made on merit through fair and open competition. In this role you will be leading on this important work which is vital for enabling the government to meet key priorities.

Key responsibilities:

Line manage and develop an EO policy officer while driving process efficiencies and technological updates across the team.
Manage exceptional appointment requests under the Recruitment Principles and oversee complex casework.
Oversee the Commissions inbox to deliver expert guidance and support the creation of policy materials for the public and recruiting organisations.
Build strong relationships and communicate effectively with senior stakeholders, including Commissioners and government officials.
Deliver the Commissions training programme, leverage data to inform policy decisions, and report directly to the Board of Commissioners.

HEO Business Operations Manager

You will support the running of the Civil Service Commission by providing expert corporate support. You will support the finance and corporate operations functions, liaising directly with senior stakeholders and colleagues in the Cabinet Office.

The Corporate team supports the Commissions governance structure, manages the budget and oversees the production of the Annual Report and Accounts. We provide expert services to our stakeholders and are focused on innovation and continuous improvement.

Key responsibilities:

Serve as a line manager, empowering and developing an EO finance officer.
Using excellent communication skills to work with a range of senior stakeholders, including Commissioners and officials in the Cabinet Office, cultivating relationships where necessary.
Providing cover to the SEO Finance and Risk Lead.
Contribute to the organisational people strategy, proactively driving culture change and enhancing staff engagement initiatives.
Optimise business operations by collaborating with Corporate and Cabinet Office colleagues to innovate and streamline processes for maximum efficiency.
Deliver expert guidance and training on information management and data security to the wider team, ensuring compliance and best practice across the organisation.

Strong organisational skills; ability to balance multiple competing priorities, ensuring that key customers and stakeholders are kept informed.
Critical thinking and analytical skills to make judgements based on evidence within a framework of codes and guidance.
Ability to lead and empower high-performing reports and shape their personal development.
Strong interpersonal and communication skills and the ability to interact confidently and professionally with a range of stakeholders, at all levels including the most senior.
Capable of drafting advice for publication, correspondence, and briefings, adapting style as required.
Attention to detail and the ability to maintain, interrogate and report on quantitative and qualitative data.
Ability to interpret data and provide information, adapting style as required.

Additional information:

Cabinet Office policy is that a minimum 60% of your working time should be spent at your principal workplace. For some roles, due to their nature and the business need, this may be up to 100%. Requirements to attend other locations for official business will also count towards this level of attendance.

Selection process details

This vacancy is using Success Profiles , and will assess your Behaviours, Strengths and Experience.

Application process

We will ask shortlisted candidates for their preference. This will be considered, along with business needs. A single merit list will be created from this competition and offers will be made in merit order.

As part of the application process you will be asked to complete:

a CV detailing your career history, and skills/experience;
a Personal Statement (maximum 500 words); and
a 250 word behaviour statement, for the Success Profiles Behaviour Managing a Quality Service.

Your CV should consist of your career history and skills/experience, including any key achievements in each role. Your CV will be used to provide further context on your personal statement and will not be scored.

The Personal Statement should demonstrate how you meet the skills and experience set out in the essential criteria. This will be assessed as part of the initial selection process.

In the event of a large number of applications we will conduct an initial sift on the 250 word behaviour statement, Managing a Quality Service.

Candidates who pass the initial sift will progress to a full sift, or progress straight to assessment/interview.

Selection process

At the interview stage for this role, we will assess you based on the Civil Service Success Profiles. You will be required to provide evidence of the following three behaviours in your interview for the role:

Managing a Quality Service
Changing and Improving
Communicating and Influencing

As part of the interview, candidates will be asked to complete a task. This will be to prepare a response to a list of questions, using the material provided, and demonstrating evidence of the behaviours above. Shortlisted candidates will be provided with the task and given 20 minutes prior to the interview to read the material. The questions and your answers will form the first part of the interview.

We will also test you on a range of strengths. These are designed to test your ability to respond to situations that you may face in your day to day role.

At the interview, you will be scored on your task, behaviours and strengths and appointments will be made in merit order.
