What this job involves:
As a Bid Manager within our Government and Public Sector team, you'll take full ownership of strategically important bids that help deliver essential services to communities across the UK. This role sits at the heart of our public sector growth strategy, where you'll manage the complete bid lifecycle—from initial opportunity qualification through to final submission.
You'll craft compelling win strategies, coordinate cross-functional teams, and produce high-quality proposals that resonate with public sector clients including local authorities, NHS trusts, and central government departments. Working in a collaborative environment where teams are built on mutual support and shared success, you'll quickly establish yourself as a trusted partner to technical experts and senior stakeholders alike.
This is a hands-on position that offers genuine autonomy and the chance to develop your bid management expertise whilst contributing to contracts that make a tangible difference to public services.
What your day-to-day will look like:

Lead end-to-end bid management for multiple public sector pursuits simultaneously, maintaining oversight of timelines, resources, and deliverables to ensure on-time, high-quality submissions

Develop and articulate clear win strategies by analysing client requirements, competitive positioning, and internal capabilities to create proposals that genuinely address public sector priorities

Coordinate and mobilize cross-functional bid teams, bringing together technical specialists, subject matter experts, and senior leadership to contribute their expertise at the right moments

Manage bid schedules and workflows, setting realistic milestones, tracking progress, and proactively identifying and resolving bottlenecks to keep pursuits on track

Write, edit, and quality-assure bid content, ensuring all narrative is client-focused, compliant with tender requirements, and aligned with JLL's value proposition and brand standards

Facilitate bid kick-off meetings, strategy sessions, and review workshops, creating an environment where contributors feel empowered to share insights and challenge thinking

Build and maintain strong relationships with colleagues across service lines and geographies, establishing yourself as a go-to partner for public sector opportunities

Contribute to continuous improvement of bid processes, templates, and knowledge management systems, sharing lessons learned and championing best practices across the team
Required qualifications:
-
Demonstrable experience managing bids or proposals, ideally within professional services, facilities management, property, or consultancy environments

Strong project management skills with the ability to coordinate multiple workstreams, manage competing priorities, and deliver to tight deadlines in a fast-paced setting

Excellent written communication skills, with a proven ability to craft clear, persuasive, and client-centric content that responds directly to buyer requirements

Experience collaborating with diverse stakeholders at various levels, from technical specialists to senior executives, and building productive working relationships quickly

Understanding of public sector procurement processes, frameworks, and evaluation criteria, or a strong willingness to develop this knowledge rapidly

Highly organized and detail-oriented approach, with the ability to maintain quality standards whilst managing the volume and complexity of bid activity

Proficiency in Microsoft Office suite, particularly Word, PowerPoint, and Excel, with the ability to produce professional documentation and presentations
Preferred qualifications:
-
Previous experience managing bids specifically for UK public sector clients such as local authorities, NHS organizations, or central government departments

Familiarity with public procurement regulations including the Public Contracts Regulations and common frameworks such as Crown Commercial Service agreements

Background in real estate, facilities management, project management, or professional services within a business-to-government context
-
APMP (Association of Proposal Management Professionals) qualification or working towards certification
-
Experience using bid and proposal management software or CRM systems to track opportunities and maintain bid libraries

Proven track record of successful bid outcomes, with examples of where your contributions directly supported winning submissions
