This 3-month contract role with a local authority involves conducting a comprehensive audit of all PSTN and broadband lines across the County Council. The contractor will be responsible for identifying, validating, and documenting all active lines, confirming ownership and usage, and providing evidence-based recommendations on whether services should be retained, rationalized, or ceased. This work is crucial for cost optimization, improved service efficiency, and strengthened governance and audit compliance.

Conduct a full audit of all PSTN and broadband lines, including DSL, FTTC, FTTP, and leased lines.

Compile and reconcile data from multiple sources, such as supplier invoices, internal systems, and site-level validation.

Build and maintain a comprehensive inventory of all identified telecoms assets.

Capture key data for each line, including location, ownership, supplier, cost, and service use.

Engage with service owners and site contacts to validate whether lines are still required.

Identify redundant, unused, or unassigned (“orphaned”) lines.

Classify all lines into clear categories (Keep / Cease / Under Review).

Maintain a robust audit trail, including communications, decisions, and supporting evidence.

Produce a Master Audit Register in an agreed format (e.g., Excel).

Deliver a detailed audit findings report, including risks, issues, and cost-saving opportunities.

Develop a prioritized cessation plan grouped by supplier, site, and risk level.

Where applicable, initiate and track soft cease requests with supplier approval.

Working hours: 37.5 hours per week.

Location: Main Building, Newland, Lincoln, Lincolnshire, LN1 1YL, United Kingdom.

Work pattern: 3 days remote, 2 days in office. Required to travel to different sites, so possibly more days in the office.
