The construction of a new Surgical Elective Centre (SEC) is underway at the John Radcliffe Hospital. The SEC will initially provide seven additional operating theatres to reduce elective waiting times and improve patient pathways for many years to come. In addition, the dedicated hybrid theatres will give us a leading edge and enable the most up-to-date procedures to be carried out in suitable facilities, across multiple specialties.
Hybrid theatres combine medical imaging and conventional surgical suites into one treatment space that can be used for both minimally invasive and open surgical procedures. Surgeons can perform imaging, biopsy, diagnosis, and surgery in the operating theatre, which means patients do not need to be moved between an imaging suite and an operating room, and therefore operations can be completed more quickly, and patients’ recovery times are improved. Within the SEC, there will also be a new, purpose-designed, and specified modern sterile services unit that will serve all four of our hospitals.
Alongside the new operating floor, the SEC will be supported by two further change programmes. Firstly, the change to the supply chain of theatre consumable by way of a new partner providing a Kitting & Carting model. Secondly, the Trust will move to a centralised Sterile Services Department servicing all 4 OUH sites. This will be a consolidation of our existing three Sterile Services Departments into one new facility.
Reporting to the SEC Senior OD Consultant, the SEC OD manager will provide specialist Organisational Development expertise with the intent of strengthening leadership practice, building psychological safety, and co-creating a culture grounded in trust, inclusion, and shared purpose.
The post holder will be positioned within a SEC OD workstream, working cross functionally and closely with key stakeholders to provide expert advice and support, and team workshop creation and delivery, in service of the organisation’s aims, ensuring OD and team development interventions, are aligned to the People Plan priorities.
They will also play a pivotal role in the design and delivery of cultural change initiatives in support of the SEC’s strategic goals.
Building on a values-based approach, the post holder will diagnose and deliver OD interventions that will support cultural transformation, and enable sustainable large scale cultural change both internally and system wide where appropriate.
The role holder will work proactively and collaboratively with key stakeholders in the SEC programme and SSD as well as other leaders and teams across the organisation to deliver OD interventions, which will have a significant impact on individual, team and organisational performance.
This will be a fixed term contract position working 2.5 days per week for 6 months.

Organisational Development (OD) Delivery
Designs and delivers cutting edge OD interventions which have significant impact on departments and teams. Utilising a wide range of skills, tools and interventions such as coaching, challenging, advanced facilitation skills and working with individuals and teams to build high performing teams.
Designs and facilitates collective in person workshops and bespoke interventions across SEC staff using appropriate OD models and techniques. Including Engagement events, and materials specifically on expectations on ways of working and behavioural commitments for the staff/teams working in SEC.
Creates and delivers team development activity to ensure Sterile Services staff are highly competent and confident in delivering services within a new operating model. Including the creation of highly motivated, effective and efficient team workshops.
Acts as a trusted partner and proactively builds valued relationships with managers and teams at every level in the Trust, utilising the staff survey and other data to engage with services to co create and deliver improvement plans aligned to our People Plan and priorities.
Supports the SEC Senior OD Consultant in developing SEC specific training plans and resources, to ensure staff are highly competent and confident in delivering services within a new operating model.
Is informed by key theories; coaching, mentoring, change theories and actively develops supplemental theories to enhance the impact of OD.
Role models the Trust’s values and behaviours and leads from a position of embodying the culture required in the SEC.
Reports and monitors the impact of team and OD strategies, adapting approaches based on a full evaluation cycle.
Communication and Partnerships
Writes and presents complex and persuasive formal papers and presentations to a wider range of audiences up to and including Board level.
Undertakes academic evidence-based research and case studies to form a compelling case for change and continual improvement.
Information Management and Analysis
Maintain the integrity and confidentiality of complex and confidential data and information.
Gather, manipulate and present complex data in accordance with legalisation and the Trust policies and procedures to inform decision making and people strategies.
Lead on the triangulation and synthesis of complex data, both qualitative and quantitative to understand insights into staff experience and produce a range of formats for internal reporting.
Project Management
Establishes and monitors clearly defined project plans for all activity, including key milestones, success criteria, accountability and ownership are identified to ensure successful delivery.
Manage, motivate, persuade, and influence multiple stakeholders and partners to ensure timely completion of work across the projects.
Reports into SEC Programme Governance on progress, including identifying risks and mitigations.
Financial Responsibilities
Accountable for ensuring allocated budgets and processes are adhered to, including regular monitoring to ensure effective use of the budget across the workstream.
The duties and responsibilities listed above are representative of the SEC OD manager and its purpose within the service; they are not exhaustive, and the post holder may be required to undertake additional or alternative duties and responsibilities commensurate with the level of the post, to support the smooth running of the OD workstream and provide clear expert advice and guidance to leaders across the Trust.

Responsibilities for Health and Safety
The post holder is responsible for ensuring that all duties and responsibilities of this post are carried out in compliance with the Health & Safety at Work Act 1974, Statutory Regulations and Trust Policies and Procedures. This will be supported by the provision of training and specialist advice where required.
Infection Control
Infection Control is everyone’s responsibility. All staff, both clinical and non-clinical, are required to adhere to the Trusts’ Infection Prevention and Control Policies and make every effort to maintain high standards of infection control at all times thereby reducing the burden of Healthcare Associated Infections including MRSA.
All staff employed by OUH have the following key responsibilities:
Staff must wash their hands or use alcohol gel on entry and exit from all clinical areas and/or between each patient contact.
Staff members have a duty to attend mandatory infection control training provided for them by the Trust.
Staff members who develop an infection (other than common colds and illness) that may be transmittable to patients have a duty to contact Occupational Health.
