Oxford City Council is seeking an experienced and driven HRA Fire Safety & Compliance Manager to lead the delivery of fire safety and statutory compliance across its Housing Revenue Account (HRA) portfolio of approximately 8,000 homes.
This is a critical leadership role responsible for ensuring that the Council meets its obligations as a social housing landlord in relation to resident safety, regulatory compliance and asset assurance. The postholder will lead the fire safety and compliance functions across housing assets, ensuring a robust, proactive and risk-based approach to compliance management aligned with legislative requirements and Consumer Standards.
You will oversee the delivery of key compliance areas including fire safety, gas, electrical, water hygiene, asbestos and lift safety, ensuring that all statutory obligations are met and evidenced. You will also play a key role in strengthening governance, improving performance visibility, and embedding a culture of safety, accountability and continuous improvement.
The role will work closely with operational teams, capital investment teams and delivery partners to ensure compliance is fully integrated into asset management and service delivery. There will also be a short-term requirement to provide professional fire safety advice across non-HRA (General Fund) assets where required.
