Job summary

Ofgem, Great Britains independent energy regulator, is seeking a highly skilled and influential professional to take on a new and exciting role as COO Engagement and Stakeholder Lead. This pivotal position sits at the heart of Corporate Services and will play a critical part in strengthening organisational alignment, engagement and delivery of key priorities that support a clean, affordable and secure net-zero energy system. Acting as a visible representative of the Chief Operating Officer, the successful candidate will work closely with Directors, Heads of Function and operational teams to ensure strategic initiatives are clearly understood, embedded and delivered effectively across the organisation. With a strong outward-facing focus, the role is responsible for building trusted relationships, identifying and addressing barriers to implementation of initiatives, and driving behavioural adoption to support new ways of working. The postholder will provide real-time organisational insight, drawing on feedback and the cultural landscape to inform senior decision-making and maintain momentum on high-priority initiatives. This is a unique opportunity to shape how Corporate Services collaborates, connects and delivers, fostering a one-team mindset while promoting inclusive, transparent and high-performing ways of working. The role requires a confident communicator with strong emotional intelligence, capable of influencing at all levels without formal authority and navigating complex, fast-paced environments. Job description

The COO Engagement and Stakeholder Lead strengthens engagement, alignment, and real‑world implementation of COO priorities across Corporate Services and Ofgem. The role works directly with Directors, Heads of Function and teams to ensure that key strategic priorities and improvement initiatives are understood, supported, and embedded in day‑to‑day operations.

This role is outward‑facing and focused on behavioural adoption, local engagement, organisational insight, and change traction. The postholder acts as the COOs representation across the organisation, providing rapid feedback, identifying barriers to delivery, and helping unblock issues to maintain momentum.

Key Accountabilities

Drive organisational engagement and alignment with COO priorities across Corporate Services and Ofgem.
Enable directorates to adopt and embed key initiatives by identifying and resolving delivery barriers.
Provide the COO with real‑time organisational insight to inform decision‑
Support momentum and follow‑through on a small number of high‑priority initiatives.

Person specification

Essential Criteria:

Proven experience driving engagement, behavioural adoption or organisational enablement in complex environments. (Lead)
Demonstrated ability to influence senior leaders and shape understanding without formal authority. (Lead)
Strong diagnostic skills, able to identify cultural and operational barriers to delivery.
Excellent communication and interpersonal skills, confident engaging at all levels.
Experience working directly with operational leaders and teams to support implementation of priorities or change and improvement initiatives.
Ability to work at pace, manage competing demands and maintain clarity in ambiguous situations.

Desirable criteria:

Experience in public sector or regulated environments, with an understanding of organisational change principles, behavioural adoption and transformation.
Knowledge of Corporate Services functions and their interdependencies, alongside an understanding of corporate strategy, transformation programmes and organisational change.
