The Council’s Finance Department provides a range of effective, efficient and high-quality professional services with support to managers, staff, services, members and a range of external partners in the delivery of the Council’s objectives.

The department is seeking to appoint an Assistant Accountant to support the Communities Directorate.

The post holder will be required to undertake a wide range of tasks including:-

Preparation and calculation of salary and non-salary budgets for service directorates within the Council.

Monthly monitoring of expenditure for service directorates and provision of financial information to service managers and other finance staff.

Closing of accounts at year end in line with the corporate closing timetable, including coordination of reserves, and provision of financial information as required to accountants, finance managers, Welsh Government and external audit.

Financial management of grants falling under their service area, including securing appropriate delegated powers, costing grant funded services, claiming grant income and providing advice and assistance on grant procedure rules.

Costing, analysis and explanation of ad hoc financial information, including e.g. staffing restructures, service costing, pricing. Also, resolution of complex external funding issues and liaison with funding providers particularly where authorities work in collaboration with other providers, such as health and other authorities.

Assisting with the preparation of Freedom of Information Responses
Assisting with the preparation of Statutory returns e.g. RA / RO, S52, CIPFA Stats.

Review of systems and processes within the team and provision of recommendations for improvement.

Supervision of staff within the team.

Protecting children, young people or adults at risk is a core responsibility of all council employees.

The council’s Hybrid Working Policy applies to this post. This provides a framework for establishing how you will undertake working hours between your home and the office.
