The Estates Maintenance Operations Manager (Hillingdon Hospital) is a senior operational leadership role with full accountability for the delivery, performance and governance of Estates Maintenance services across Hillingdon Hospital, the Trust’s primary acute hospital site.
Operating within a large and complex 24/7 healthcare environment, the post holder will act as the operational lead for Estates Maintenance at Hillingdon Hospital, ensuring engineering infrastructure, plant, utilities and building systems are maintained safely, effectively and in full compliance with statutory, regulatory and NHS requirements.
The post holder will hold formal Trust appointments as Responsible Person (RP) for designated engineering disciplines and healthcare engineering systems, providing governance oversight of Authorised Persons (APs), Deputy Authorised Persons (DAPs), Competent Persons (CPs), contractors and engineering safety management systems.
Working closely with the Head of Estates Maintenance, the Estates Maintenance Compliance & CAFM Manager and wider Estates & Facilities leadership team, the post holder will lead operational delivery, workforce performance, statutory compliance, risk management, infrastructure resilience and service improvement across multiple engineering disciplines.
The role will also support major incident response, business continuity planning, operational leadership during periods of escalation, and the Trust’s New Hospital Redevelopment Programme, ensuring Estates operational requirements are fully integrated into future developments.
The post holder will provide senior operational leadership for Estates Maintenance services at Hillingdon Hospital and will be responsible for ensuring safe, compliant and effective delivery of maintenance services across a large acute healthcare environment.
Key responsibilities include:
- Providing overall operational leadership and management of Estates Maintenance services at Hillingdon Hospital.
- Leading and managing a multi-disciplinary Estates Maintenance workforce through direct management of the Estates Maintenance Manager – Mechanical & Water Safety, Estates Maintenance Manager – Electrical and Estates Maintenance Manager – Civil & Asbestos.
- Acting as the Trust-appointed Responsible Person (RP) for designated engineering disciplines and healthcare engineering systems, ensuring compliance with Healthcare Technical Memoranda (HTMs), statutory legislation, Approved Codes of Practice and Trust governance requirements.
- Ensuring delivery of reactive maintenance, planned preventative maintenance, statutory maintenance and backlog maintenance programmes, whilst minimising disruption to patient services.
- Providing governance oversight of Authorised Persons (APs), Deputy Authorised Persons (DAPs), Competent Persons (CPs), contractors and engineering safety management systems, ensuring formal appointment arrangements remain effective and compliant.
- Maintaining oversight of high-risk engineering infrastructure including steam and pressure systems, electrical infrastructure, water safety systems, medical gas pipeline systems, ventilation systems, lifts, critical plant, standby power systems, Building Management Systems (BMS), asbestos management arrangements and associated resilience infrastructure.
- Leading the identification, assessment, mitigation and escalation of Estates-related operational and infrastructure risks and maintaining assurance regarding statutory compliance and engineering safety.
- Managing Estates budgets, workforce resources, contractors and service contracts to ensure value for money, operational efficiency and effective service delivery.
- Acting as the principal operational Estates contact for Hillingdon Hospital and maintaining effective relationships with clinical, operational and corporate stakeholders.
- Providing senior leadership during major incidents, infrastructure failures and business continuity events, ensuring continuity of critical clinical and engineering services.
- Supporting delivery of the Trust’s New Hospital Redevelopment Programme through operational integration, commissioning readiness, transition planning, asset mobilisation and service continuity management.
- Supporting the Head of Estates Maintenance by providing delegated operational leadership and maintaining service continuity during periods of absence, operational pressure or emergency situations.
- Ensuring effective utilisation of CAFM, asset management and digital systems to support performance monitoring, compliance reporting, risk management and service improvement.
The Hillingdon Hospitals NHS Foundation Trust is the only acute Hospital in the London Borough of Hillingdon and offers a wide range of services including accident and emergency, inpatient care, day surgery, outpatient clinics and maternity services. The Trust’s services at Mount Vernon Hospital include routine day surgery, delivered at a modern treatment centre, a minor injuries unit and outpatient clinics.
