Job description

About the role

This is a pivotal role at the heart of our Scotland team, combining policy insight with operational leadership. You will play a key part in shaping and delivering our work, ensuring it meets the needs of voters, electoral administrators, and stakeholders across the democratic system.

You will lead on the development and delivery of policy and operational plans, working collaboratively across teams to ensure high-quality outcomes and effective service delivery.

Key responsibilities include:

Leading the development and implementation of policy initiatives and operational plans
Managing delivery of projects and programmes, ensuring deadlines and objectives are met
Building strong relationships with internal teams, stakeholders and external partners
Providing expert advice on electoral policy and operational matters
Supporting continuous improvement, identifying opportunities to enhance how we work
Contributing to strategic planning and organisational priorities

Who were looking for

We are looking for someone who brings both strategic thinking and a practical approach to delivery. You will be comfortable navigating complexity, building relationships, and driving work forward in a fast-moving environment.

You may come from a policy, public sector, regulatory or operational background, or bring transferable experience from another sector.

We would particularly welcome candidates who can demonstrate:

Experience of developing and delivering policy or operational programmes
Strong project and stakeholder management skills
Excellent communication skills, with the ability to influence and engage a range of audiences
Analytical thinking and problem-solving skills
The ability to work collaboratively and lead across teams
A commitment to public service and the values of the Electoral Commission
