Powered by CAN (PbC) is looking for an ambitious, innovative and relationship-driven Arts and Culture Manager to help shape the future of arts and cultural engagement across the Black Country.
Working alongside the CEO and Head of Programmes, Participants and Principles, you will lead the development of inspiring creative programmes, build meaningful partnerships and champion opportunities that empower children, young people and young adults (up to 35 years old) to thrive.
This is an exciting opportunity to influence regional and national conversations around creativity, inclusion and social change while delivering high-quality programmes that make a genuine difference within underserved communities
The Service Manager should champion the rights for children, young people and young adults and drive opportunities for them to become socially engaged in arts, education, culture and civic change.
Lead Inspiring Creative Programmes
You will play a key role in designing and delivering ambitious arts and cultural programmes that place young people at the heart of everything we do.
You'll:
- Collaborate with the Leadership Team to deliver Arts Council England's Let's Create Strategy and Investment Principles.
- Develop innovative creative programmes that inspire participation, build confidence and create lasting impact.
- Champion socially engaged arts practice that reflects the diverse communities we serve.
- Support the delivery of high-quality workshops, performances, events, festivals and creative experiences.
- Develop creative placements, internships and progression pathways for young people aged 16–25.
- Act as one of Powered by CAN's Ambition & Quality Champions, embedding excellence across all programmes.
Build Strong Partnerships
- Relationships are central to this role.
- You'll develop and maintain partnerships with:
- Local Authorities
- Schools and Alternative Education Providers
- Universities and Colleges
- Health Organisations
- Youth Services
- Arts and Cultural Organisations
- Community Groups
- National Funding Bodies
You will identify new opportunities for collaboration, secure partnerships and strengthen our role as a leading creative organisation across the Midlands and beyond.
Champion Culture, Creativity and Civic Change
Powered by CAN believes creativity can change communities.
You will:
- Promote innovation, creativity and social action across all programmes.
- Lead co-created projects that are shaped alongside children, young people and local communities.
- Stay connected to emerging youth culture and creative trends to ensure our work remains relevant and inspiring.
- Support freelance artists, practitioners and creative facilitators to deliver exceptional experiences.
- Work alongside our Youth Management Board and Project Steering Groups to ensure young people's voices influence decision-making.
Influence the Sector
As a senior member of the organisation, you'll help position Powered by CAN as a recognised leader in arts, culture and youth engagement.
You will:
Represent PbC at conferences, festivals, performances and networking events.
Build relationships with regional and national strategic partners.
Help shape conversations around cultural education, creative participation and social change.
Support the development of the Sandwell Cultural Education Partnership and Sandwell Cultural Compact.

Salary: £19,594 – £22,558 per annum (£26,125.60 -£30,077.00 Pro Rata)
Hours: 30 Hours Per Week
Duration of Contract: 31st March 2027 (potential of extension to 2028)
Pay: £19,594.00-£22,558.00 per year
