This role plays an important part in supporting the delivery of statutory compliance across the Council’s housing and corporate property portfolio, with a specialist focus on asbestos management and compliance. Reporting to the Service Manager or Service Lead, you will provide technical expertise and day-to-day oversight of asbestos compliance activity, helping to ensure services are well planned, safely delivered and fully compliant with legislative requirements.
You will coordinate and support asbestos compliance programmes, including asbestos surveys, risk assessments, re-inspections, management plans and remedial works. Working closely with colleagues and specialist contractors, you will be responsible for monitoring contractor performance, administering contracts and ensuring works are completed safely, on time, to specification and within agreed budgets. You will maintain accurate asbestos records, monitor performance data and compliance indicators, and escalate issues where standards are not met, contributing to effective assurance, audit readiness and service continuity.
Alongside operational delivery, you will provide specialist asbestos advice to managers, premises managers and operational teams, supporting the Council in meeting its duties under the Control of Asbestos Regulations 2012. While you may contribute across wider compliance disciplines to support service resilience, you will retain a clear specialist focus on asbestos compliance, acting as the Council’s subject matter expert in this area.
Your knowledge and experience
You will have substantial knowledge and experience in:
- Building surveys and bulk sampling for Asbestos (BOHS P402)
- Management of Asbestos in Buildings (BOHS P405)
- Deep understanding of Control of Asbestos regulations (CAR) 2012, HSG 264 and Health and Safety at Work Act 1974.
- Managing a statutory compliance delivery programme in a social landlord or local authority setting.
- Proven track record in the management of compliance-related contracts
You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).
