Job summary

The Fair Work Agency (FWA) launched in April 2026 with a clear and ambitious mission: to make work fairer for everyone. We bring together key powers to protect workers, support responsible businesses, and take decisive action against exploitation. Today, we regulate employment agencies, license gangmasters in the agricultural and horticultural sectors, tackle serious labour abuse and modern slavery, and enable enforcement of the National Minimum Wage.

But this is just the start.

With new powers under the Employment Rights Act 2025, we are expanding our role even further. We are building the capability to ensure workers receive what they are entitled to, from holiday pay to statutory sick pay, and strengthening the system so that rights are not just set out in law but actively upheld in practice.

Job description

Reporting to the Intelligence Analysis Manager, the post holders key responsibility will be to carry out both quantitative and qualitative research across a variety of databases and sources to support the Intelligence Analysts in producing a range of intelligence and analytical products.

Key responsibilities:

To support the Intelligence Analysts with timely research using a range of methodologies (qualitative and quantitative) and sources (open and closed) to inform strategic, tactical, and operational intelligence and analytical products. Such products will contribute to understanding the nature and scale of labour exploitation across the UK, shape organisational priorities, and contribute to operational activity.
To conduct regular research to identify emerging risk areas in labour market non-compliance and more serious labour exploitation, using a variety of internal and external sources.
Handle and assess different types of data, including sensitive data and data subject to specific handling conditions.
Develop and maintain professional relationships with researchers in law enforcement and other partner agencies. Proactively identify and pursue new opportunities for the sharing/gathering of information and best practice to enhance the FWAs intelligence picture.
Possess excellent communication skills and be able to present research findings, both written and verbally, in a clear, professional manner to relevant stakeholders.
Possess and maintain an excellent level of competence in the use of relevant computer software packages in order to collect, collate, analyse and present relevant data.
Adhere to all legal frameworks, key working principles and policies, relevant to the role.

Person specification

Essential criteria:

Proven experience of conducting both quantitative and qualitative research across several data sets, some of which may be complex.
Experience of reporting research findings proficiently, in both a written and verbal format.
Excellent IT skills, including a good working knowledge of Microsoft Office products.
Excellent attention to detail and a methodical working practice.
An effective team player experienced in working within a dynamic environment and having the ability to manage competing pressures in response to strict deadlines and changing priorities.
Experience of working within legislative frameworks and guidelines (e.g., Data Protection. IPA, RIPA, CPIA).
To have undertaken, or be willing to complete within 6 months of joining, the IPP Intelligence Researcher development programme and commit to maintaining those standards through CPD.

Desirable criteria:

A research-led degree in a relevant field (e.g. Criminology), or significant practical workplace experience (min. 2 years) of research/analysis within an intelligence, law enforcement and/or regulatory environment.
Previous experience of using i2 software (incl. iBase and Analysts Notebook).
Experience of working within an intelligence and/or law enforcement/regulatory environment.
Familiarity with the National Intelligence Model (NIM) and the Code of Practice on Police Information and Records Management.

Hybrid Working

At FWA, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 40% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.

Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.
