Full job description

An exciting opportunity has arisen for an experienced operational leader to join the Surrey Bowel Cancer Screening Centre as our Bowel Cancer Screening Programme Manager .

Working closely with the Clinical Director and partners across Surrey, West Sussex and North Hampshire, you will provide strategic and operational leadership for a high-performing regional screening programme, ensuring delivery of national standards, performance targets and high-quality patient care.

You will lead service development, workforce management, quality improvement, financial oversight and stakeholder engagement across multiple organisations, helping to shape the future of bowel cancer screening services and improve outcomes for patients.

We are seeking a dynamic leader with significant NHS management experience, strong partnership-working skills, and a track record of delivering service improvement, performance management and change programmes. Knowledge of screening services and clinical governance would be advantageous.

This is an excellent opportunity to lead a nationally important service and make a real difference to cancer prevention, early diagnosis and patient outcomes across the region.

The Bowel Cancer Screening Manager is responsible with the Clinical Director for the effective strategic and operational management of the Screening Programme across Surrey, West Sussex and North Hampshire ensuring the delivery of high quality patient services within the resources available.
The post-holder is responsible for the management of staff employed within the screening programme based at the host site, Royal Surrey County NHS Trust Hospital. All staff have honorary contracts to work on associate sites, Frimley Park Hospital, East Surrey Hospital, & St Peters Hospital. The management of those staff and key relationships on external sites is integral to the role and underpinned by robust SLAs.
The Manager will provide leadership and direction to the service, taking the lead with the Clinical Director for developing the strategy for the screening centre in line with the requirements of the National Bowel Cancer Screening Programme. This will include playing a key role in identifying opportunities for clinical innovation and modernisation, the delivery of all nationally set operational and clinical performance targets, waiting list and financial management,. The Manager is responsible for continually improving the quality of services to patients and redesigning services to meet best practice standards and improving efficiency and effectiveness within available resources.

Strategic Responsibility for development and planning

Provide leadership to the programme locally working with clinical colleagues to manage the delivery of the service.

Management of SLAs and financial flows between service providers within the Surrey screening programme.

Develop and maintain a culture within the programme in which all staff are delivering a high quality patient centred service.

Develop short, medium and long term objectives which are turned into effective, affordable and achievable annual service plans and deliver these within the financial resources available.

R esponsible and accountable for the formulation of new service developments, preparing bids and ensuring business cases are produced for service developments, taking into account activity, income and resource allocations.

Develop robust mechanisms to ensure clear communication of service plans, objectives and changes to the programme locally ensuring that staff across all sites are engaged and supportive of developments within the programme.

Lead the planning and implementation of future developments within the programme.

Liaise with NHSE, Screening and Immunisation Team and QA in the maintenance and development of the screening programme.

Service Delivery and Operational Management

To be responsible for the day to day leadership, management and co-ordination of the effective delivery of the Bowel Cancer Screening Programme for Surrey screening programme and ability to make independent decisions.

Manage the strategic steering board meetings with Commissioners and external agencies and delivery outputs as per terms of reference.

To develop and continue developing an integrated service that meets the needs of all users, project managing all new areas of the delivery of service.

To attend meetings where policy decisions are made and take an active part in the decision making process.

Liaise with local Integrated Care Boards and Commissioners in the maintenance and development of the screening programme. This will include wider aspects such as improving coverage and uptake, particularly in hard to reach or high risk groups.

Promote the Bowel Cancer Screening Programme to target groups across the local area such as GPs and patients.

Develop policies to inform the overall management of local screening services and the NHS Cancer Screening Programme.

Act as an advocate for the National Cancer Screening Programme and its contribution to the Health Service arena through creating maintaining effective partnerships and relationships with staff, patients and the general public.

Develop and support the programme culture of collaborative, flexible cross site working and commitment to delivering high quality services and outcomes.
