Job Description
The primary purpose of this position is to serve as a professional engineer leading multi-disciplinary teams on complex design and construction projects while functioning as the Installation Energy and Utilities Manager. Leveraging expertise in mechanical or electrical engineering and Asset Management principles, the incumbent manages the installation's Energy Program to reduce consumption across existing facilities and new construction through audits, sustainable design practices, and the development of energy-reducing solutions. Key responsibilities include overseeing utility contracts, metering, and budget development; managing the Energy Management Steering Group (EMSG) in accordance with Air Force and DoD policies; and serving as the primary advisor to senior leadership on energy efficiency and emerging technologies to ensure facility strategies remain functional and compliant.
Qualifications and Key skills
A valid UK driver’s license (category B) is required, plus
One of the following:
- An accredited Bachelors or honors degree in engineering or technology
- An accredited Higher National Certificate (HNC) or Higher National Diploma (HND) in engineering or technology started before September 1999
- An HNC or HND started after September 1999 (but before September 2010 in the case of HNC) or a Foundation Degree in engineering or technology, plus appropriate further learning to degree level (i.e. NVQ Level 6)
- A National Vocational Qualification (NVQ) or Scottish Vocational Qualification (SVQ) at level 4, plus appropriate further learning to degree level (i.e. NVQ Level 6)
- Equivalent qualifications or accredited apprenticeships, or at an equivalent level in a relevant national or internationals qualifications framework.

**All qualifications are required to be accompanied by at least 1 year’s specialized experience.
In order to qualify you must demonstrate in your CV or application the following key skills.
· Knowledge of mechanical and/or electrical engineering to adapt established concepts for complex design, construction, and specialized energy requirements.
· Expertise in facility systems (HVAC, lighting, plumbing, and building envelopes) and the development of energy conservation and renewable energy programs.
· Knowledge of health, safety, and environmental (HSE) regulations, environmental law, and federal program planning, budgeting, and financial management.
· Skill in using information systems to conduct life-cycle cost analysis, energy use modeling, and other tools to effectively accomplish assigned functions.
· Ability to interpret complex regulations, coordinate multi-disciplinary engineering teams, and communicate technical solutions effectively to stakeholders.
Other Significant facts
· You will be required to handle and safeguard sensitive US/UK information in accordance with applicable laws and serve in a "mission essential" capacity as required.
· You may be required to travel by military and/or civilian aircraft, and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training.
· You will be required to complete a 6-month probationary period.
· Working hours are subject to modification based on mission needs, which may mandate overtime, irregular shifts (including evenings, weekends, or holidays), and the assignment of other grade-appropriate duties.
· Inspections may be conducted in “hard-hat” areas and may require walking, bending, climbing, and stooping. Some worksites may involve exposure to environmental hazards and require normal safety precautions.
· Professional registration or licensure as a Professional Engineer (PE), Registered Architect (RA), or U.S. Green Building Council LEED accreditation is highly desirable.
· Under the LNDH Program, the incumbent is subject to substance abuse testing based on reasonable suspicion or following a workplace safety mishap or accident.
