Full job description

Job Introduction

We are recruiting for a dynamic Hard FM Manager to effectively deliver the contractual management of FM Service’s via supply chain partners, the management and monitoring of statutory compliance and maintenance activities across the authority, ensuring that they are delivered on time, within the budget, and in line with the Facilities Maintenance & Capital Projects asset management strategies.

Main purpose of the role is:

To manage the effective delivery of Hard Facilities Management (HFM) services across the Council’s corporate property portfolio, ensuring full statutory compliance, timely implementation of planned maintenance programmes within agreed SLAs, and efficient coordination of in‑house and subcontracted resources. The role is responsible for developing and delivering works programmes based on planned maintenance data, overseeing contract administration and supplier performance, and ensuring all services are delivered safely, efficiently, and within approved budgets.

The position also leads a team, providing technical guidance, support, and leadership to foster a positive, collaborative, and high‑performing working environment that encourages continuous professional development. Additionally, the role assists in the delivery of sustainability initiatives and ensures HFM operations align with Medway Council’s strategic objectives, the Golden Thread and Climate Action priorities through ongoing review, improvement, and alignment of practices that support the Council’s mission, vision, and long‑term goals.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. The salary you will be offered will be at level A. There will be further opportunity once in post to progress from level A to B, and B to C.

Level B details the developed competencies that an individual who is practised in this role would be able to demonstrate and will be a progression of knowledge, experience and skills from level A.

Level C requires the highest level of competence and applicants would need to fully meet and demonstrate all aspects of the job profile, including qualifications, knowledge, skills and experience.

We are seeking a Hard FM Manager to join the team at level A. This is the entry point of the role, so you will need to be able to demonstrate the relevant knowledge, experience and skills to get you started, but you will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. All elements of level A listed within the person specification are essential. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.
