The Parole Board is an independent court-like body that is responsible for carrying out risk assessments on prisoners to determine whether they can be safely released into the community. We do that with great care and public protection is our top priority.

The Board is made up of about 230 members of secretariat staff and approximately 380 Members who make decisions on risk and hold hearings at prisons around the country.

Job Purpose

This role supports the planning and delivery of member training and accreditation programmes, to ensure the Parole Board has the capability to meet casework demands.

Working ly with the Senior Capability Manager, you will help ensure that Board members are equipped with the knowledge, skills and accreditations required to perform their roles effectively.

You will be responsible for managing the delivery of core member accreditation programmes - New Member Induction (NMI) and Member Case Assessment (MCA), including the Practice and Quality Development Programmes.

Supported by a team of two Executive Officers, you will oversee programme administration, member progression, stakeholder engagement and data reporting to ensure members successfully achieve accreditation within agreed timeframes.

You will work collaboratively with colleagues across Capability, Operations and Capability Standards teams to support the development of members and contribute to the delivery of the Parole Board Business Plan.

Scope of Responsibilities:

Primary responsibilities:

Support the delivery of member capability programmes
Coordinate and deliver core accreditation programmes, including in person training events
Manage member progression through MCA and NMI programmes, ensuring members are supported to achieve accreditation within set timeline.
Support the planning and delivery of Practice Development and Quality Development programmes.
Monitor, analyse and report on accreditation progress and capability data
Manage a team of 2 Executive Officers.

Person Specification

Essential

Experience delivering training and managing events.
Strong organisational and planning skills with the ability to respond flexibly to changing priorities.
Experience of supporting organisational capability
Excellent communication and relationship-building skills.
Ability to develop, analyse and report on data records (including Excel data).
Good working knowledge of Microsoft Office applications.
Strong written communication and report-writing skills.
Approachable and collaborative

Main Duties:

Strategy

Contribute to a capability strategy for all members.
Provide relevant and accurate capability data to the Senior Member Capability Manager to facilitate long term planning for the Board.
Promote an organisational culture of transparency, fairness and independence.

Capability and Accreditation

Coordinate the delivery of MCA and New Member Induction accreditation programmes.
Monitor and support members' progression through accreditation pathways, identifying and addressing barriers w appropriate.
Act as a key point of contact for members undertaking accreditation programmes.
Maintain accurate records of member progression, accreditation outcomes and capability data.
Produce regular reports and management information on capability and accreditation activity.
Identify trends, risks and issues relating to member progression and escalate appropriately.
Support the continuous improvement of accreditation and development programmes.

Delivery Core Member Accreditation Programmes

Support the planning, delivery and continuous improvement of core member training and accreditation pathways:

o New Member Induction

o MCA training.

Coordinate programme logistics, communications, materials and evaluations.
Support the implementation of MERC’s directions on training content, delivery and evaluation of training and events.
Gather and analyse participant feedback to support continuous improvement.
Lead EOs to provide administrative support for Practice Developers and Training facilitators in delivering the programmes.
Work ly with colleagues across Capability and Quality teams to ensure development programmes meet organisational needs.

Relationship Building

Build trusted and productive relationships with Parole Board members.
Work ly with the Senior Capability Manager, Member Capability Standards team and Training Co-ordinator.
Work ly with the other Capability Manager (HEO) understanding each other’s designated areas of responsibility to build resilience.
Work ly with the Standards team to share learning and outcome reports w appropriate
Support members, facilitators, practice developers and quality developers throughout delivering accreditation and development programmes.
Maintain effective working relationships with internal and external stakeholders to support delivery of learning and development activities.

Management

Line manage up to two Executive Officers.
Support staff development through regular coaching, feedback and performance management.

Other

Undertake other duties appropriate to the grade as required by the Senior Capability Manager, Head of Capability, COO or CEO.

The Parole Board offers a range of benefits:

For nationally advertised campaigns, candidates will be appointed to their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed with the successful candidate(s) on the completion of pre-employment checks.

The Parole Board offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Parole Board welcomes part-time, flexible and job-sharing working patterns, w they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the Parole Board’s Flexible Working policy.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

T is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
