Targeted Intercept is part of Integrated Communications Intelligence (ICI) Operations, which is a key part of the NCA’s Intelligence Directorate. Working collaboratively with NCA Investigations, other intelligence departments, UKIC and broader Law Enforcement partners, we help deliver an effective response to lead the UK’s response to tackling Serious and Organised Crime.
ICI operates at the very front end of the covert collection of criminal communications, operating within the Investigatory Powers Act 2016. Role Description
The role involves managing and leading a team of specialist trainers, and supporting the delivery of operational training to practitioners from across the NCA, Regional Organised Crime Units and the Metropolitan Police Service. The postholder will ensure learning materials are adapted to meet current and future operational requirements, equipping ICI officers with the necessary skills, training and knowledge to tackle serious organised crime and mitigate risk in a dynamic and changing environment.
As part of the management team you will support the delivery of change over a multi-year period, working closely with ICI’s Communications Intelligence Programme. You will be required to advise on and facilitate the delivery of specific initiatives across people, process and technology from introducing new curriculum to supporting the implementation of a digital learning solution.

Duties and Responsibilities
Lead and Manage People - Manage and lead a team of ICI trainers based at several TI sites. Manage and prioritise workload, making decisions on team priorities against available resource. Empower team members to innovate and adapt training in light of changing operational capabilities and technologies. Lead by example to embed the NCA culture, identity and values within Integrated Communications Intelligence.
Training Delivery - Oversee the planning, design and delivery of specialist training on behalf of Targeted Intercept Operations, training officers across NCA, Regional Organised Crime Units and Metropolitan Police Service. This includes the delivery of the Interception Training Programme (ITP), a 10 week benchmark TI training pathway and the IPA 2016 national Product Handler course. Support the design and delivery of operational and non-operational ICI learning pathways and professional practice, including the delivery the digital exploitation curriculum.
Training Management - Manage the full training lifecycle, from needs analysis and design to delivery and evaluation, working in close collaboration with internal teams (ICI Policy, Criminal Justice Liaison Team, ICI Capability Centre) to develop effective learning solutions. Ensure training products are reviewed in line with new legislation, capabilities, policy and technology, and work with ICI managers to support continuous professional development of existing officers. Manage a diverse training portfolio which requires travel between UK TI sites, periodic travel to represent ICI at College of Policing, and occasional overseas travel to deliver TI training to overseas NCA Supported Units (SU).
Collaboration and Engagement - Proactively engage with internal and external stakeholders (including other Intercepting Authorities) to build partnerships, share best practice and optimise learning outcomes.
Lead and Manage Change - Advise on and help lead changes on the training aspects of the ICI transformation programme, working in collaboration with business and project professionals. Support the delivery of the ICI skills strategy and the iterative build and migration into a broader capability based skills hub.
