Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

As part of the Business Services Directorate, the Property Services Division provides a comprehensive, high-quality property consultancy service to clients across the TfL Group and the wider Greater London Authority (GLA) family, supporting the effective management and delivery of property-related services and initiatives.
Job Purpose
We are seeking a GIS Innovation Developer to provide high-level business and technical expertise within Property Services, leading the development and delivery of geospatial solutions across TfL’s land and property portfolio. The role will focus on identifying, developing, implementing, and embedding innovative GIS capabilities that drive efficiencies, enhance business processes, and deliver tangible benefits across Property Services and the wider organisation.
You will develop insightful, innovative, and impactful geospatial products that support location intelligence, helping to inform Transport for London's strategic planning, policy development, and decision-making. The role offers the opportunity to work with some of the most diverse and unique land and property interests across London.
As a champion of GIS innovation, you will lead the application of advanced visualisation and spatial analysis techniques, ensuring that outputs are evidence-based, accessible, and effective in supporting business objectives. You will also play a key role in expanding our GIS as a Service (GISaaS) offering, sourcing, integrating, and operationalising complex datasets to create valuable, user-focused GIS applications and services.

Skills, Knowledge and Experience
Knowledge
- Expert knowledge in the implementation, use, integration, and development of GIS Development and Spatial Database Management Systems. (Essential)
• Knowledge of different geospatial analysis techniques. (Essential)
• Knowledge of land and property datasets and any other resources to provide information about land ownership and interests. (Desirable)
• Relevant qualification in GIS related field (Essential)
• Membership of GIS related professional body (RICS, AGI, RGS, etc.) (Desirable)
Skills
• Ability to communicate and influence at a senior management level and to work closely with stakeholders from across the organisation. (Essential)
• Able to communicate clearly and disseminate complex information in a practical and understandable way to non-technical users. (Essential)
• Ability to plan, develop, implement, and manage projects to deliver to time, budget and quality, including identifying options, benefits, risks and mitigations. (Essential)
• Ability to lead, manage and motivate team members. (Essential)
• Ability to identify, review, recommend and implement complex technology systems. (Essential)
• Ability to identify data sources, automate data collection, and integrate data with IT systems. (Essential)
• Ability to identify the need for change, initiate and implement change. (Essential)
Experience
- • Experience of working in a GIS development role; deploying and building new services, delivering to time, budget and of high quality. (Essential)
• Experience in working with ArcGIS to build ESRI web applications using Experience Builder (Essential)
• Experience in using coding language to conduct GIS administration and/or analysis (e.g. PL/SQL, R, XML and Python). (Essential)
• Experience in building ETL processes using FME for converting, manipulating and analysing spatial datasets. (Essential)
• Experience of working in property team providing property, graphical, spatial and attribute information. (Desirable)
