Responsibilities
The postholder will be classified as an accountable manager act as a key strategic leader and as a member of the senior management team supporting the Strategic Manager / Head of Service in delivering service strategies and policies, and working collaboratively with Welsh Government, partners and stakeholders to ensure a coordinated, compliant and high-performing highways maintenance service.
To lead and manage the Highways Maintenance Service for the South Wales Trunk Road Agent, ensuring through strong governance the effective and consistent delivery of safe, resilient and high-quality maintenance across the Strategic Road Network.
The postholder is responsible for developing, planning and delivering high-quality services. The role provides strong and visible leadership across the service, setting clear direction, managing performance, and ensuring successful outcomes for the Agent.
The postholder will lead and manage all operational aspects of highways maintenance, including routine and cyclic maintenance, emergency response and winter maintenance through the Regional Maintenance Partnership, ensuring services are delivered efficiently, effectively and in line with Welsh Government standards and statutory requirements.
The role is accountable for embedding Highway Infrastructure Asset Management principles and leading on the digital transformation agenda in the electronic recording of maintenance operations and condition. This will include demonstrating compliance with Trunk Road Maintenance Manual standards, across all functions, driving value for money, efficiency of operation and continuous improvement. This includes ensuring effective use of resources, robust financial management, and high standards of service delivery.
