This is not a traditional quality or compliance role.
We're looking for a visionary leader who can turn insight into action, learning into improvement, and good practice into outstanding outcomes. Someone who is passionate about raising standards, developing people, and ensuring the people we support experience safe, person-centred and high-quality services every day.
As a key member of our Executive Team, you'll lead our organisation-wide approach to quality improvement, clinical and practice leadership, regulatory readiness, and continuous learning across services throughout England and Scotland.
Quality Improvement Strategy and Practice Development
- Lead the development and delivery of a charity-wide Quality Excellence & Impact Strategy, aligned to the organisation’s values, strategic objectives and regulatory expectations.
- Design and embed practical frameworks, standards, tools and ways of working that support consistent, high-quality practice across the group.
- Ensure improvement activity is proactive, insight-led and focused on improving outcomes, rather than driven solely by audit findings or inspection cycles.
- Provide senior leadership for practice development, ensuring colleagues are supported to understand, apply and sustain best practice in day-to-day service delivery.
- Ensure active listening and two way feedback is in place across all stakeholder teams to enable alignment on team priorities and deliverables
Clinical Leadership and Governance
- Provide visible senior clinical leadership across the charity, supporting safe, effective and person-centred practice.
- Lead the development and oversight of the clinical supervision framework, ensuring registered clinicians and specialist practitioners are supported, supervised and professionally accountable.
- Lead the team of experts who provide advice on complex practice, clinical risk, safeguarding interfaces, restrictive practice, medication safety, positive behaviour support and other high-risk areas of service delivery.
- Ensure clinical and practice standards are clearly defined, consistently applied and reviewed in response to learning, evidence and regulatory expectations.
Learning from Assurance, Regulation and Insight
- Work closely with the Director of Assurance to ensure assurance findings, regulatory feedback, incidents, complaints, safeguarding themes and audit outcomes are translated into practical improvement action through robust lessons learnt.
- Lead the development of organisational learning loops, ensuring themes and trends are converted into improved practice, updated guidance, targeted support and measurable change.
- Use data, insight and operational intelligence to identify emerging quality risks and opportunities for improvement across services.
- Co-own key organisational data sets, ensuring clear accountability for data quality, accuracy and consistency, and providing assurance that data used for reporting, insight and decision-making is robust and reliable.
- Ensure improvement priorities are clear, evidence-based and aligned with regional and national service needs.
Regulatory & Statutory Compliance and Practice Readiness
- Lead the team responsible for regulatory and statutory compliance support, ensuring services understand and apply the expectations of CQC, Care Inspectorate, SSSC and OFSTED.
- Provide governance and oversight for all statutory requirements such as NHS capacity tracker, contract monitoring and PAMMS visits
- Support the development of consistent approaches to inspection preparation, regulatory action plans and improvement responses.
- Ensure learning is shared across regions and translated into practical tools, guidance and support for operational teams.
- Work with operational leaders to build confidence, capability and readiness in relation to quality standards and regulatory expectations.
Outcomes, Participation and Co-production
- Lead the development and embedding of the charity’s outcomes framework, ensuring quality improvement is grounded in what matters to people supported.
- Strengthen the role of participation, co-production and accessible communication within the charity.
- Ensure feedback from people supported, families, colleagues and stakeholders is used meaningfully to shape standards, guidance, improvement priorities and service development.
- Champion approaches that promote inclusion, choice, control, rights, safety and positive outcomes.
Policy, Systems and Standard Operating Practice
- Lead the development of quality and practice policies, procedures, standard operating practices and supporting guidance that are clear, accessible and usable by operational teams.
- Ensure there is one consistent organisational approach wherever possible, with appropriate variation only where required by different regulatory regimes or service models.
- Contribute to the evolution of systems and digital tools that support quality improvement, regulatory compliance, practice development and insight-led decision making.
- Ensure policy and practice development activity is connected to operational realities, colleague capability and measurable improvement.
Leadership, Culture and Capability
- Lead and develop the central Quality Improvement and Practice Development team.
- Build trusted relationships with the Executive team, AMD’s, Heads of Quality, regional leaders and operational colleagues to agree priorities and support delivery of sustainable improvement.
- Actively participate in regional regulatory forums, both to gather feedback and insight and support in development of operational teams.
- Promote a culture of learning, curiosity, evidence-based practice and continuous improvement across the charity.
- Support colleagues to move from compliance-focused activity towards confident, values-led practice that improves outcomes and strengthens quality at service level.
- As a member of the executive team contribute to charity wide programmes and projects and overall delivery of the organisations strategy.
- Knowledge of one or more of the following areas - safeguarding, risk, incident learning, complaints learning, restrictive practice, positive behaviour support and person-centred approaches

- Strong clinical and professional judgement, with the ability to make informed decisions and provide expert guidance in complex and high-risk situations.
- Exceptional stakeholder management skills, with the ability to influence and collaborate effectively at Executive, senior leadership and operational levels.
- Proven ability to lead organisational change and drive continuous improvement within complex and regulated environments.
- Highly developed coaching and leadership capabilities, with experience building professional confidence, capability and best practice across teams.
- Strong analytical and problem-solving skills, with the ability to identify trends, risks and opportunities from multiple sources of information.
- High levels of credibility, integrity and emotional intelligence, with a commitment to values-led, person-centred leadership.
- Ability to balance organisational consistency with the diverse needs of services, regions and regulatory frameworks.
