Programme Design Manager
Are you experienced in planned maintenance, asset investment or programme management? Do you enjoy turning strategic priorities into practical, deliverable programmes whilst leading teams and working with a wide range of stakeholders?
We're looking for someone who can combine strong planning, analytical and leadership skills to help shape the future investment of Cornwall Housing's homes and assets.
About the role
You'll lead the development and design of planned maintenance and investment programmes, helping to ensure that Cornwall Housing's homes remain safe, compliant and fit for the future.
In this role you will:
- Develop and design planned investment programmes
- Use asset information and stock condition data to support investment decisions
- Lead a team delivering programme support, data and resident engagement activities
- Work with contractors and stakeholders to develop programme specifications and delivery plans
- Support programme prioritisation, phasing and investment planning
- Work collaboratively with the R&M delivery teams and partner contractors to mobilise programmes in the localities.
- Lead a team of resident engagement officers to ensure resident needs are considered during programme design and implementation of the work across Heating upgrades & loft insulation, Kitchen & Bathroom & Roof replacements and Retrofit upgrades.
- Produce reports and management information for senior stakeholders
- Manage programme risks, assurance and governance processes
- Manage and monitor programme delivery across all partner contractors, providing KPI information on the programme deliver to the Asset Safety and Repairs & Maintenance department heads.
- Contribute to continuous improvement and long-term asset strategies

- Experience leading or supervising teams
- Strong organisational and programme management skills
- Experience using data and insight to support decision-making
- Experience working with contractors and stakeholders
- Strong communication skills, including preparing reports and presenting information
- Experience balancing competing priorities and managing programme risks
- Experience within housing, asset management, construction or property-related environments would be highly advantageous

Our offer to you
Salary: £45,312 per year
Working Hours: 37 hours per week
Contract Type: Permanent
Base: Hybrid working - working from office, home, site and in the community as needed. Your base will be our main office in Chy Trevail, Bodmin, PL31 2FR. This role requires you to typically work from the office at least 2 day/s per week, sometimes including attendance at short notice.
