Job Introduction

The starting salary for this role is £34,660 per annum based on a 36-hour working week. This is a fixed term post until March 2029 with the possibility for further extension subject to funding.

We are looking for a Programme Support Officer who is passionate about making a real difference and thrives in a fast-paced, customer-focused environment, to help transform how Surrey residents access employment support.

The role is hybrid with at least one day a week in Woodhatch Place, Reigate (usually Tuesday) and may also involve travel across Surrey and further afield.

About the Team

The Economy and Growth function, consisting of over 60 people, is dedicated to driving sustainable economic development across Surrey, working collaboratively as ‘One Council’ to support strategic priorities that benefit the county’s 1.2 million residents. The team provides key services in business support, innovation, skills, and infrastructure, and works with major employers like Amazon, McLaren, and Samsung to strengthen the regional economy, which is home to 110,000 businesses and contributes £50 billion annually to the UK economy.

We are continuing to expand a newly established team within the Economy and Growth function to deliver the Connect to Work, WorkWell and other supported employment programmes. These ambitious new initiatives are part of national roll-outs by the Departments for Work and Pensions (DWP) and Health and Social Care (DHSC). Launched through the government’s ‘Get Britain Working’ White Paper, this initiative is part of a broader range of programmes addressing skills gaps, responding to employer need and driving local growth to achieve the best outcomes.

About the Role

As a Programme Support Officer, you will be pivotal in supporting the delivery of Connect to Work, Work Well and other programmes and services across Surrey County Council. Surrey is currently delivering the Connect to Work programme and will soon launch the new WorkWell programme, making this an exciting time to join a growing and impactful service.

You will work as part of a wider team to manage the front door for all referrals into the different programmes and services on offer, providing triage, initial assessment and signposting to ensure residents are directed to the most appropriate support.

Through accurate and timely data entry and management, you will help ensure compliance with contract requirements are met. You will become an expert user of a bespoke Customer Relationship Management (CRM) system, maintaining up-to-date participant records, alongside recording information on DWP’s Provider Referrals and Payments system (PRaP) to effectively manage participant journeys.

You will support the Supported Employment Services Manager with coordinating the employment support offer across Surrey, acting as a key connector to services within the Council and delivered by partners, while working across the wider Economy & Growth function to achieve shared outcomes. Our ‘STEP Surrey’ resident portal will be central to this role, where you will help to record, triage, signpost and respond to queries.

In addition, you will provide wider programme and administrative support, including preparing reports and programme documentation, supporting monitoring and contract compliance, assisting with financial processes such as invoices and purchase orders, supporting onboarding of new staff, and contributing to events and meetings.

This role is ideal for someone with strong attention to detail, excellent customer service skills, and experience working in a fast-paced, target-driven environment, where you can play a vital role in delivering meaningful outcomes for Surrey residents.
