Job Title: Head of Technology and Business Systems
Location: Remote with occasional travel to SignHealth sites
Salary: £60,000 – £63,000 per annum
Hours: 37 hours per week
Report to: Chief Finance Officer

About the role

SignHealth is a passionate and unique deaf-led charity, committed to creating a future where there are no barriers to good health and wellbeing for deaf people.

Our work is varied and aims to promote easier access to healthcare and information. We partner with the NHS and other services and take on projects, carry out research, and raise awareness. We also deliver our own services to reach deaf people in our shared language (BSL) in their moment of need, through domestic abuse support, therapy, advocacy and residential services.

The newly created role of Head of Technology and Business Systems will support the Executive with the development and delivery of technology and data strategies. Having grown rapidly as an organisation over the past few years, your contribution will be vital in implementing and strengthening SignHealth’s technology and data management processes.

SignHealth operates over 20 business systems spanning social care, therapies, fundraising, HR and finance, alongside a Microsoft 365 environment and outsourced IT support. The organisation is midway through a significant Transformation Programme and this role will provide the technical leadership needed to ensure these initiatives succeed.

As part of this role, you will:

Lead the strategic development of SignHealth’s technology estate, managing vendor relationships, system procurement and licence optimisation across the full portfolio of business systems

Build SignHealth’s data and analytics capability, developing Power BI dashboards, automations and integrations to drive better performance reporting and decision-making

Provide hands-on technical leadership for Transformation Programme projects, including CRM implementations, a finance system replacement and data management improvements

Lead the responsible adoption of AI across the organisation, from policy development to staff training and tool selection

Oversee cyber security, working towards Cyber Essentials Plus certification and ensuring compliance with GDPR, the NHS Data Security Toolkit and other frameworks

Champion a data-informed culture, building confidence and capability across the organisation in how tools and data are used to drive real impact

The Head of Technology and Business Systems will support the Executive through the

management and development of technology and business systems. You will play a pivotal

role in strengthening organisational effectiveness, driving forward innovation and shaping a

future aligned with SignHealth’s vision.

SignHealth operates a diverse estate of over 20 business systems spanning social care,

therapies, fundraising, HR and finance, alongside a Microsoft 365 environment managed

with outsourced IT support. This role will provide the technical leadership and coordination

needed to ensure that SignHealth’s technology estate is well-governed, cost-effective and fit

for purpose.

Further the role is expected to develop SignHealth’s capacity to collect and manage data to

support business intelligence such as dashboards; integrate systems over time and support

the responsible adoption of AI tools across the organisation.

What You’ll Be Doing

Technology leadership and transformation

Lead SignHealth’s technology and data transformation journey, champion system

integration and adoption of solutions to improve efficiency across the organisation

Develop and implement technology strategies that align with SignHealth’s objectives

and drive innovation

Engage and influence senior stakeholders across the organisation to secure buy-in

and alignment on technological priorities

Provide technical leadership and project delivery support for Transformation

Programme projects.

Where dedicated project managers are not in place, take a hands-on role in

coordinating project delivery, managing timelines, dependencies and stakeholder

engagement

Business Systems and infrastructure

Manage the relationship with ramsac (outsourced ITSM) and SCG (telephony,

connectivity), ensuring value for money and service quality

Oversee SignHealth’s Microsoft 365 environment, hardware, telephony and

networks, acting as product owner for M365 and chairing the M365 user group

Collaborate and support business system product owners across SignHealth’s

including Access Evo, IAPTUS, Oasis, Engaging Networks, Cascade/IRIS,
Salesforce, and the forthcoming Social Care CRM collaborating advising on supplier
management, cyber-security, integrations and development.

Lead on all technology procurement, managing vendor relationships, contract

renewals and licence optimisation across the systems estate

Data analytics and automation

Lead the development of a data-confident culture at SignHealth, improving how

systems and data are used to support decision-making and performance reporting

Build and manage Power BI dashboards and reporting capabilities to strengthen KPI

and performance reporting across the organisation

Develop and manage automations and integrations between SignHealth’s business

systems, reducing manual effort and improving data quality

Work with colleagues to establish standards for how data should be labelled,

accessed, stored and archived across all systems

Support the development of knowledge repositories and explore opportunities for AI

to enhance organisational effectiveness

AI Governance and Adoption

Lead SignHealth’s approach to the responsible adoption of AI tools, including

maintaining an approved software list, developing usage policies and providing staff
training

Identify, test and implement accessible, user-focused AI technologies that improve

productivity and service delivery

Monitor AI usage across the organisation and ensure alignment with SignHealth’s

values, data protection requirements and accessibility standards

Cyber Security and Compliance

Oversee cyber security in collaboration with ramsac, including policy development,

risk management, incident response, business continuity and executive reporting

Lead SignHealth towards Cyber Essentials Plus certification
Work with the Head of Governance and senior leaders to ensure compliance with

GDPR, the NHS Data Security and Protection Toolkit, PCI DSS and other relevant
frameworks

Work with internal and external stakeholders to optimise data governance across the

organisation

Collaboration

Lead the development of M365 and adjacent collaboration tools such as Zoom,

Teams and Viva Engage, ensuring they meet the needs of a bilingual (BSL/English)
workforce

Mentor and coach SignHealth colleagues on best practices in system management,

data handling and technology use

Provide assurance reporting, budget management and cost-benefit analysis of

technology options to the Executive and Board

Manage technology budgets, suppliers and external partners to achieve best value
Coordinate across departments to identify technology needs and investigate

solutions to enhance productivity

Safeguarding

Hold a critical responsibility for ensuring the safety, protection, and wellbeing of the

deaf people we serve, as well as our staff and stakeholders

Champion a culture of safeguarding excellence across the organisation, embedding

best practices and ensuring full compliance with all relevant legislation, policies, and
procedures

Key Qualities and Experience

Essential Criteria

Degree level or relevant IT qualification (or equivalent experience), with particular

strength in Microsoft technologies and M365

Proven experience in IT/technology leadership, ideally within the charity, not-for-profit

or public sector

Demonstrable experience building dashboards, reports and data visualisations (e.g.

Power BI) to support organisational decision-making

Experience delivering system integrations, automations or data management

frameworks

Practical knowledge of IT infrastructure, service management best practice and cyber

security (including Cyber Essentials Plus)

Experience managing outsourced IT relationships and multiple vendor contracts

simultaneously

Strong project management skills with the ability to coordinate cross-functional

delivery in the absence of a dedicated PMO

Experience of delivering technology-enabled change and supporting end-user

adoption

The ability to explain technical concepts clearly to non-technical audiences
Strong analytical and problem-solving skills
Experience writing and presenting reports to senior leadership and board level
The ability to develop and oversee IT budgets, ensuring financial accountability and

value for money

A proactive and adaptable approach, with the ability to work effectively across

diverse teams and with external stakeholders

A values-driven approach and commitment to the mission of the charity sector
A strong commitment to promoting equality, diversity and SignHealth’s values

Desired Criteria

Experience of the social care sector, particularly with CQC regulated services

Familiarity with CRM platforms such as Salesforce, Access Care Suite or similar

social care systems

Experience with AI tools and developing organisational AI adoption strategies

Understanding of accessibility requirements for deaf and disabled people in

technology contexts

Financial business planning knowledge

Capacity to develop and deliver technology training programmes
