Newport City Council is seeking to appoint an energetic, driven and self-motivated Assistant Team Manager to join our dedicated Fostering Team.
This is an exciting opportunity for an experienced social care professional who is passionate about improving outcomes for children and young people. The role has a strong focus on foster carer recruitment, retention and support, ensuring we build a resilient, skilled and valued fostering community.
You will play a key role in delivering high-quality fostering services in line with Care Inspectorate Wales (CIW) standards and the Social Services and Well-being (Wales) Act 2014. You will also contribute to Newport’s commitment to the Welsh Government’s ‘eliminating profit’ agenda, supporting the development of high-quality, sustainable in-house fostering provision and reducing reliance on external placements.
A key aspect of the role will be ensuring effective matching, promoting placement stability, and driving service improvements that enable more children to remain within local authority care arrangements.
Key Responsibilities:
Support the Team Manager in the operational leadership of the Fostering Team- Lead and contribute to recruitment and retention strategies to ensure sufficiency of foster carers
- Strengthen and grow Newport’s in-house fostering provision in line with the Welsh Government agenda
- Provide high-quality supervision, support and professional guidance to staff
- Build strong, supportive relationships with foster carers to promote resilience and retention
- Oversee and support matching processes to ensure placements meet the individual needs of children and young people
- Promote placement stability and positive outcomes for children
- Drive continuous improvement in service delivery in line with CIW standards and inspection frameworks
- Ensure all practice reflects the principles of the Social Services and Well-being (Wales) Act 2014, including voice, choice and wellbeing
- Promote safeguarding, participation and positive outcomes for children and young people
About You:
We are looking for a motivated and solutions-focused professional who brings energy, initiative and strong leadership capability.
You will:
Hold a recognised Social Work qualification and be registered with Social Care Wales- Have significant experience within fostering or children’s services
- Demonstrate a strong understanding of CIW requirements and Welsh legislative frameworks
- Understand the Welsh Government’s not-for-profit agenda and its implications for fostering and placement sufficiency
- Have experience of supporting foster carers and promoting placement stability
- Be confident in leading, motivating and developing staff
- Possess strong organisational, communication and decision-making skills
- Be proactive and driven, with the ability to take ownership and deliver improvement
- Be committed to continuous improvement and achieving high standards of care
