Interim Control Centre Manager – CCTV Out‑of‑Hours & Assistive Technology
Purpose
Provide stabilising leadership for a 24/7 control centre delivering high‑quality CCTV monitoring, emergency response, and assistive technology support for vulnerable individuals. Ensure operational continuity, compliance, and a culture of calm, confident decision‑making during a period of transition
Key Responsibilities
People Leadership & Culture
- Team leadership — Provide clear, steady leadership to control centre operators, reinforcing confidence, clarity, and accountability.
- Culture building — Maintain a professional, empathetic, and improvement‑focused environment.
- Coaching — Deliver targeted coaching on decision‑making, communication, and customer reassurance.
- Performance oversight — Conduct short‑cycle performance reviews and development check‑ins.
- Wellbeing — Promote resilience and wellbeing in a demanding 24/7 setting.
Operational Leadership
- Operational oversight — Manage day‑to‑day operations of the OOH CCTV and assistive technology response centre.
- Service performance — Track KPIs including response times, incident resolution, and system uptime.
- Incident management — Maintain calm, structured leadership during high‑pressure events.
- Rota & resourcing — Ensure reliable 24/7 coverage through effective rota planning.
Safeguarding, Compliance & Risk
- Safeguarding governance — Ensure all activities meet safeguarding, GDPR, and regulatory standards.
- Risk assessments — Lead risk assessments for CCTV and assistive technology deployments.
- Escalation pathways — Oversee escalation processes for vulnerable individuals and high‑risk alerts.
- Incident reviews — Conduct incident reviews and embed learning.
- TSA QSF alignment — Ensure operational alignment with TSA Quality Standards Framework requirements.
Technology & Systems
- Assistive technology — Oversee telecare, fall detectors, environmental sensors, and emergency response devices.
- CCTV & monitoring — Manage CCTV platforms, alarm systems, and monitoring software.
- Supplier liaison — Work with suppliers to maintain system reliability and introduce improvements.
- Cyber security — Ensure cyber‑secure handling of video, audio, and personal data.
Stakeholder & Partnership Management
- External liaison — Engage with emergency services, housing providers, social care teams, and technology vendors.
- Reporting — Provide clear operational reporting to senior leaders.
- Audit readiness — Represent the service in audits, inspections, and governance reviews.
Continuous Improvement
- Service uplift — Identify quick‑win improvements to service quality and efficiency.
- Stabilisation — Strengthen processes, documentation, and consistency across shifts.
- Handover — Prepare a structured handover for the incoming permanent manager.
Essential Skills & Experience
- Control centre management or emergency/security operations leadership.
- Technical understanding of CCTV, telecare, or assistive technology.
- Leadership capability — able to inspire, challenge, and support teams.
- Composure — calm and decisive under pressure.
- Compliance knowledge — safeguarding, GDPR, risk management.
- Stakeholder engagement — strong communication and partnership skills.
Desirable
- TSA QSF knowledge and accreditation pathways.
- Cyber Essentials Plus familiarity.
- Sector experience — social care, housing, community safety.
- Project delivery or service transformation experience.
- ISO frameworks awareness.
