Medway Council operates a highly regarded Internal Audit & Counter Fraud Shared Service in partnership with Gravesham Borough Council. We are looking for a motivated and enthusiastic Counter Fraud Intelligence Analyst to join our team and help protect public funds by identifying fraud, error and emerging risks.

As an Intelligence Analyst, you will play a key role in supporting the councils' counter fraud activities. Your work will include:

Conducting data matching exercises to detect possible fraud and error.

Assessing referrals and allegations of fraud to support risk-based decision making.

Working with council departments to verify information provided in applications and claims.

Developing intelligence reports to support operational activity.

Building relationships with partner organisations and attending multi-agency meetings to support the prevention and detection of crime.

Contributing to projects that help improve fraud prevention and strengthen organisational resilience.
We're looking for someone who enjoys working with different types of information, can think critically and is eager to learn. You must have:

A good standard of academic education, with four GCSE at Grade 4/C or above (including English and Maths), or equivalent.

Awareness and understanding of data protection and confidentiality requirements.

Working knowledge of Microsoft Office applications, such as Excel.

Experience of analysing data from a variety of sources and systems, including manual and computer-based records.

Experience of working with initiative, and as part of a team.
-
Basic interpersonal and communication skills, both oral and written.
-
Good listening skills, being able to extract relevant and important details.
-
Ability to be polite and courteous when dealing with members of the public.
The successful applicant will be required to work across both council sites in Chatham and Gravesend as required, with occasional attendance at partner agency meetings and other external locations. There may also be a requirement to work outside standard office hours for specific exercises.
The successful post holder will be subject to a Standard DBS check.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. The salary you will be offered will be at level A. There will be further opportunity once in post to progress from level A to B, and B to C.

The person specification of a job profile is split into three levels:
Level A details the essential criteria that all applicants must be able to demonstrate through their application and interview.
Level B details the developed competencies that an individual who is practised in this role would be able to demonstrate and will be a progression of knowledge, experience and skills from level A.
Level C requires the highest level of competence and applicants would need to fully meet and demonstrate all aspects of the job profile, including qualifications, knowledge, skills and experience.
Level A
Audit & Counter Fraud are seeking a Counter Fraud Intelligence Analyst to join the team at level A. This is the entry point of the role, so you will need to be able to demonstrate the relevant knowledge, experience and skills to get you started, but you will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. All elements of level A listed within the person specification are essential. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.
