Come and join our team
We are establishing a dedicated Property Improvement Team and are looking for four Property Improvement Officer to support the delivery of planned housing works across our council housing stock in Carmarthenshire.
This is a technical delivery role that sits between responsive repairs and medium to large‑scale capital investment. You will be responsible for planning, co-ordinating and overseeing a range of planned improvement works, ensuring homes are safe, compliant and provide long‑term value for our tenants.
Two posts will be based in the North and two in South but will be required to work interchangeable aligned to the needs of the service.
What you’ll do
As a Property Improvement Officer, you will:
Carry out technical assessments of properties to determine the scope, complexity, risks and resource requirements of planned works, ensuring priorities align with health and safety, tenant wellbeing and housing standards.
Develop work specifications, cost estimates and programmes, and appoint appropriate contractors in line with procurement and contract requirements.
Monitor contractor performance on site, carrying out inspections at key stages to ensure quality, compliance and value for money.
Certify contractor payments, including re‑measurement of completed works, agreement of final accounts and verification of satisfactory completion.
Ensure all works and costs are accurately recorded on relevant systems to support budget management, financial planning and audit requirements.
About you
We’re looking for someone who:
Has experience delivering and managing planned or construction‑related works within housing or a similar environment.
Understands health and safety legislation and construction compliance, including CDM Regulations.
Can manage competing priorities, plan work effectively and meet agreed timescales.
Communicates clearly and professionally with colleagues, contractors, tenants and stakeholders.
Is organised, motivated and committed to delivering high‑quality outcomes for residents.
Is keen to learn, develop and contribute to continuous service improvement.
