Finance Officer
35 hours a week Neath office location with flexible/hybrid working option
Salary £26,000 FTE (fixed point)
Pension - 8% (with 6% employer contribution)
Annual Leave - 28 days per year plus bank holidays
We are looking for the right person to join our team, bringing experience and passion and an understanding of the third sector, to make a difference and improve the lives of carers living in Neath Port Talbot.
The role is newly developed for the next stages of our journey as an organisation, building on our recent Excellence Award for the work that we do with carers and our strong reputation of working within local communities since 2009.
For this role, you will bring relevant work experience and an understanding of organisational finance and spreadsheets and the management and administration of grant funding, together with a desire to work as a part of a focused and skilled staff team.
You will work primarily from our office base in Neath, but we also work to a flexible/hybrid model involving an element of home working and you may be expected to travel across our region. We see this role as being key to our future success as an organisation as it involves supporting our service delivery team, who work with carers across the county.
ABOUT US
Neath Port Talbot Carers Service was launched in April 2009 to support the unsung heroes who care for loved ones unable to look after themselves. Not everyone who does this thinks of themselves as a carer, but caring responsibilities make huge demands on their lives. Our aim is to help unpaid carers recognise their caring role and to provide carers aged 18+ in Neath Port Talbot with advice, information and support.

JOB DESCRIPTION
Job title: Finance Officer
Responsible to: Finance Manager

Purpose of the job
· To support and oversee the identification of carers, the assessment of eligibility and the processing of applications for the Short Breaks and Carers Trust Support Fund and any other grant funding that the organisation may receive
· To work with the Finance Manager and staff team to ensure that all applications for grant funding allocation are actioned in a timely fashion
· To work with the Finance Manager and staff team to ensure the recording and reporting of all grant funding allocation is undertaken in line with organisational finance procedures and the requirements of any grant making body (such as the Carers Trust)
Main duties:
· To ensure awareness of the Short Breaks and the Carers Support Fund and other grant funding is raised in a range of internal and external settings, working with the staff team
· To ensure that all grant application forms are received on time and are of sufficient quality to enable an assessment of need and allocation of funding to be made where appropriate
· To assess and evaluate the information received on application forms and make appropriate grant awards in line with established criteria
· To support carers who apply with queries about the process of applying and request missing information that may be required
· To ensure all grant awards are made in line with the eligibility criteria and requirements set out by the grant making body, managing and co-ordinating regular grant assessment panel meetings, post panel outcomes, finance payments, monitoring analysis and evaluation
· To monitor budgets for both grant schemes and identify any under/overspend within both grants and agree next steps with the Finance Manager and staff team
· To complete regular reporting as may be required by any grant making body, liaising with the Finance Manager as required before reports are submitted
· To act as the main point of contact with the Carers Trust and other grant funders, building on existing relationships to further develop a strong working partnership that fosters honesty and trust
· To work with the wider organisational team to undertake business development support duties including ensuring that grant programme information is kept up to date on our information systems, social media and website
· To work with the Management Team, the Carers Trust and other bodies to produce impact reports, analysing grant and sector data and trends to inform our work
· To undertake a variety of communication duties focused on raising awareness of all grant funding programmes
Other duties
· To undertake any other relevant duties assigned by the Management Team
· To attend team meetings, or Board meetings as required
· To participate in personal development and training opportunities and to engage in supervision and appraisal processes
Key desirable skills and experience
· Experience of being self-managing - motivated and disciplined in managing own workload, priorities, and targets
· Demonstrable experience of working in a CRM-focused role
· A commitment to creating, managing, and nurturing a range of relationships with beneficiaries, partners, and staff, trustees, and volunteers
· Able to work on simultaneous projects, whilst working to tight deadlines and being calm under pressure, with experience of demonstrating a professional approach in a range of situations
· Strong communication skills including oral and written work; reporting and research
· Experience of working with of a range of IT systems and finance packages and programmes, such as Xero and Quickbooks, MS Office suite 365 (Outlook, Forms, Word, Excel, SharePoint, Co-Pilot)
· Experience of working in an office and/or charity environment
· The ability to speak and write in Welsh and to demonstrate a knowledge and insight of the Welsh voluntary sector and its needs
· Experience of assessing the impact of grant programmes and identifying future funding needs

ADDITIONAL INFORMATION
As Neath Port Talbot Carers Service is an information, advice, and support organisation and works to meet the needs of carers in our communities, the post holder will be required to be flexible with the range of duties undertaken to ensure the operational needs of the organisation can be met.
This may include occasional evening or weekend working, for which appropriate remuneration in the form of time off in lieu will be given. Any such flexibility will be consistent with the overall duties and competence of the post holder.
All staff are required to carry out their duties to support and promote this ethos, including adoptinga positive attitude and approach to their post as well as demonstrating a strong commitment to team working.
Access to transport for business purposes is desirable for this post as travel throughout Neath Port Talbot may be required.
