Are you a strategic workforce planning leader with a passion for transforming services through data, innovation, and collaboration? HUC is seeking an exceptional Delivery Director to lead the development and delivery of a forward-thinking workforce planning and resourcing strategy across our organisation.
Reporting directly to the Chief Commercial and Delivery Officer, this influential senior leadership role will be responsible for creating and driving a coordinated workforce planning programme that supports HUC’s strategic objectives, contractual requirements, financial plans, and commitment to delivering outstanding patient care.
As the organisational lead for Workforce Planning and Resource Management, you will work across multiple functions including Business Intelligence, Commercial Modelling, Finance, People Services, GP Procurement, and Operational Leadership teams. Acting as a key strategic partner, you will ensure workforce planning is fully integrated into business decision-making, enabling HUC to respond effectively to changing patient demand, operational priorities, and national performance standards.

Workforce Management and Forecasting
- Lead forecasting, scheduling, and workforce allocation processes for all HUC service portfolio, including NHS 111, Clinical Assessment Services, Out of Hours, Urgent Care Services and Primary Care Services
- Oversee workforce performance reporting, ensuring timely analysis and actionable insight for operational leaders.
- Production of monthly/weekly/daily forecasts to be translated into effective resource plans to ensure that we have the required FTE to meet patient demand and deliver a safe service, meeting all performance related standards.
- Develop and implement recruitment planning approaches that ensure services remain safely staffed within budgeted establishment levels.
- Work collaboratively with Commercial, People, Business Intelligence and Operational teams to align workforce plans with business growth and contractual requirements.
- Lead the optimisation of rota management processes, including intraday management, real-time adjustments, and workforce fine-tuning to maximise operational performance.
- Ensure workforce management systems, reporting tools, and planning methodologies are effective, standardised, and continuously improved.
Transformation & Service Improvement
- Achieving closer alignment between service demand and workforce capacity to improve patient access and national KPI performance.
- Improving forecasting accuracy and operational planning capability across all services.
- Reviewing and optimising workforce management processes to ensure clarity of roles, responsibilities, governance, and accountability.
- Ensuring the Workforce Planning and Resourcing function has the appropriate skills, capability, and capacity to deliver an effective end-to-end workforce management service.
- Standardising workforce planning and optimisation approaches across all HUC operational services and locations.
Stakeholder Management & Collaboration
- Build strong collaborative relationships across Operations, Commercial, HR, Finance, Recruitment, Digital, and Clinical teams.
Governance, Quality & Compliance
- Ensure workforce planning activities comply with organisational policies, contractual obligations, and NHS regulatory requirements.
- Support delivery of safe staffing models and operational governance standards.
Leadership:
- Line management of the Workforce Planning Manager and Resourcing Manager
- Lead from the front and support the creation of a culture which fosters accountability, openness and integrity, staff engagement and respects the dignity and diversity of all colleagues and patients.
Process Improvement:
- Work closely with stakeholders to evidence and validate improvement suggestions
