Responsibilities
- To provide visible and effective strategic and operational leadership in the planning, prioritisation and delivery of all routine, cyclic and reactive maintenance activities,ensuring the trunk road network is maintained in a safe, serviceable and resilient condition.
- To prepare, implement and continuously develop policies, procedures and operational frameworks governing maintenance and network management activities in line with Trunk Road Maintenance Manual, Highways Act 1980 and other Traffic Management and New Roads and Streetworks Act with Welsh Government requirements.
- To act as the accountable custodian of the motorway and trunk road network, taking responsibility for network condition, performance, compliance and long-term sustainability through risk-based asset management.
- To lead, manage and optimise the programming and delivery of maintenance works, across all asset groups including carriageways, drainage and soft estate and safety fencing.
- To manage and oversee the development and delivery of the Category 2 minor capital programme, ensuring effective prioritisation, governance and delivery within budget.
- To lead and direct the response to incidents, emergencies and severe weather events, ensuring effective coordination and minimal disruption.
- To establish and maintain governance-compliant systems and processes for routine maintenance, development control and delegated statutory functions.

- To lead, manage and optimise within its region the programming and delivery of maintenance works across all highway asset groups including carriageways, safety fencing and traffic signals, drainage and soft estate.
- To manage and oversee the development and delivery of the Category 2 minor capital programme, ensuring effective prioritisation, governance and delivery within budget.
- To lead and direct a local / regional response to incidents, emergencies and severe weather events, ensuring effective coordination with network resilience team to deliver minimal disruption.
- To undertake a lead role as Network Custodian, providing professional advice on a range of matters including development control and legislative compliance with key legislation
including Highways Act 1980.
- To establish and maintain governance-compliant systems and processes for routine maintenance, development control and delegated statutory functions ensuring Compliance with Welsh Government’ Trunk Road Maintenance Manual.
- To take ownership of contractor and supply chain performance through effective monitoring, auditing and continuous improvement.
- To design and manage performance frameworks, analysing operational and financial data to inform decision-making.
- To prepare and present detailed financial and performance reports to inform Quarterly and Annual reporting outputs.
- To lead continuous improvement initiatives, driving innovation, efficiency and best practice.
- To build and manage strategic stakeholder relationships including Welsh Government, local authorities and contractors.
- To represent SWTRA at meetings, forums and working groups as a key operational and technical lead.
- To lead, manage and develop teams, promoting performance, accountability and professional development.
- To ensure effective financial management including budgeting, forecasting and cost control.
- To ensure compliance with Health & Safety, environmental and quality standards within the SWTRA Integrated Management System.
- To contribute to wider organisational strategies relating to sustainability, resilience and customer outcomes.
- To undertake any other duties commensurate with the role.
