The Youth Service wishes to advertise an exciting opportunity for the post of Engagement and Communications Coordinator.

This role will be key in strengthening the voice and participation of young people across the county, leading on the development of effective engagement strategies and increasing the visibility and understanding of the Service’s work.

The post holder will be responsible for coordinating internal and external communications, managing digital and social media content, supporting promotional campaigns, and ensuring that the views and experiences of young people inform the development of provision.

We are seeking a creative, organised individual who is passionate about youth work and able to build positive relationships while communicating messages clearly and effectively to a range of audiences.

RELEVANT QUALIFICATIONS AND TRAINING

ESSENTIAL

Degree in Youth Work or other Youth related discipline.
Welsh and English GCSE.

DESIRABLE

NVQ Level 4 or equivalent in a field relevant to the post, such as marketing, administration, media, communication
Registration with the Education Workforce Council as a Youth Worker.
Other qualifications relatable to Youth Work.

RELEVANT EXPERIENCE

ESSENTIAL

Experience of consultative and participatory processes when working with diverse groups of young people.
Experience of planning, developing and delivering consultation events and activities.
A sound understanding of young people’s participation needs.
A strong understanding of young people’s rights and related issues.

DESIRABLE

Experience of producing reports, including financial reports, that reflect operational targets and use key data and statistics to inform progress and planning.
Experience of planning and developing young person-friendly materials, such as interpreting strategies and plans.
Practical knowledge of the National Participation Standards.
Knowledge of health and safety procedures within a youth work setting.

SKILLS AND SPECIALIST KNOWLEDGE

ESSENTIAL

Excellent verbal and written communication skills.
Strong facilitation skills, with the ability to engage young people in creative and meaningful ways.
The ability to gather, analyse and present information in a clear and useful manner.
An understanding of the principles of children and young people’s participation and effective engagement methods.
Knowledge of the challenges facing young people, particularly those who are hard to reach.
Effective project organisation and time management skills.
Proficiency in IT systems and standard software packages.
An understanding of the importance of safeguarding, equality and safe working practices.

DESIRABLE

LANGUAGE REQUIREMENTS

Listening and Speaking - Intermediate Level

Able to maintain a fluent conversation on a number of various everyday subjects, and discuss cases involving the field of work. Able to follow a discussion in Welsh, in Clear Welsh, on familiar matters relating to the post. Able to contribute to the conversation and answer questions.

Reading and Understanding - Intermediate Level

Understand everyday correspondence on familiar issues at work. Understand longer reports in Clear Welsh and be able to pick up the main points. (help may be required with the vocabulary).

Writing - Intermediate Level

Able to write letters for a specific purpose, e-mails and short reports in Welsh and English, using vocabulary and simple phrases that are familiar to the field of work. (They will need to be checked before being sent out).

Purpose of Post.

Ensure that the voices of children and young people in Gwynedd, especially those who are hard to reach, are heard and considered in decision-making.
Support the development of the Council’s strategies, policies and plans by using the views and voices of young people.
Coordinate effective engagement, communication and participation activities with young people across Gwynedd.
Strengthen participation approaches that are inclusive, accessible and reflective of the diversity of Gwynedd’s communities.
Ensure that the Council meets national and local requirements in relation to children and young people’s participation.
Apply Youth Work practice by completing Level 3 Youth Work training.

Responsibility for Resources. e.g. staff, finance, equipment

Responsibility for oversight and organisation of the projects.
Access to budget for specific projects / resources.
Personal Equipment (ICT equipment, mobile phone etc).
Responsible for ensuring that his / her own travel expenses are valid and appropriate.

Main Duties.

Plan and deliver engagement opportunities for young people across Gwynedd through youth work practice.
Develop and lead inclusive youth curriculum activities that recognise and work with young people from underrepresented groups, ensuring equal opportunities for every young person in Gwynedd.
Work in partnership with young people to ensure that their rights and views inform Council decisions. Collect, analyse and present young people’s perspectives in a way that influences the Council’s strategic decisions.
Develop young people’s skills and knowledge of their rights (UNCRC).
Work in partnership with Council services, schools, partners and community organisations to strengthen participation opportunities.
Support the development of forums, groups or structures that enable young people to express their views regularly.
Develop and implement communication plans that promote participation opportunities for young people.
Ensure clear feedback is provided to young people on how their views have influenced decisions.
Monitor and report on the impact of young people’s voice.
Support the training and development of staff and partners on effective engagement practices with young people.
Ensure all work complies with safeguarding, equality policies and best practice in participation.
Support the development and implementation of the Youth Service’s communication and engagement plans.
Support the promotion of the Activities and Projects Programme, Clwb Ieuenctid Gwynedd and the Youth Service to a range of internal (staff and councillors) and external audiences (the people of Gwynedd in general and specific groups as required).
Ensure high-quality information is available to support engagement activities.
Lead on engagement with schools, organisations and groups to ensure broad representation and input from children and young people across Gwynedd Council.
Develop opportunities for children and young people in Gwynedd to familiarise themselves with local and national political processes.
Promote and coordinate the process of engagement with children and young people across Gwynedd, reporting to Council groups and committees.
Enable young people to develop their skills and confidence so that participation and contribution are maximised and they are able to express their views effectively.
Act as a champion for youth engagement, adopting a young person-centred approach through Youth Work practice.
Take responsibility for personal professional development.
Ensure compliance with Health and Safety regulations in the workplace in line with responsibilities set out in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
Operate within the Council’s policies in relation to equal opportunities and equality.
Take responsibility for information management in line with the Council’s information governance standards and guidelines, ensuring that personal data is handled in compliance with Data Protection legislation.
Commit to reducing the Council’s carbon emissions in line with the Carbon Management Plan and encourage others to act positively towards reducing the Council’s carbon footprint.
Undertake any other comparable and reasonable duties consistent with the salary level and level of responsibility of the post.
Take responsibility for reporting any concern or suspicion that a child or vulnerable adult is being abused.

Special Circumstances. e.g. the need to work unsociable hours, special working arrangements etc.

The post holder should have a full driving license and own a car.
